DMD
The problem with this is that over the course of the last 20 years, the West Coast offense has been watered down and evolved to a point that it no longer truly exists in a "pure" state. You could argue that the value of a short passing scheme has been adopted at least in part by almost every team and whereas once the WCO meant the tailback was used heavily in the passing game, now teams are more likely to just use a third down back for that purpose. Honestly, the question now is hard to answer because there is no longer a clear cut WCO vs non-WCO. Sure PHI remains the closest to a pure WCO offense, but consider that the WCO coaching tree starts with Bill Walsh and included coaches like Sherman, Turner, Rhodes, Fassel, Shanahan, Billick, Holmgren, etc.. Some of those offenses are no longer anything like what the WCO originally was. The entire NFL has been affected by the WCO but it has gone through a lengthy evolution and has been "watered down" by now so that you do not hear much about it anymore - rightfully so.
