No. I've always made myself aware of the rules in any league in which I've participated. Then I've followed them. And I've found that nearly every other participant in the league has done the same. And there have been very few, if any, misunderstandings about rules and who is supposed to enforce them and what procedure was to be followed if there was a "misunderstanding".
