Can someone explain why Seattle got to kick the FG?

Here's the play by play from NFL.com:

 

3-9-STL31 (:04) M.Hasselbeck spiked the ball to stop the clock.

PENALTY on SEA-R.Tobeck, Illegal Formation, 5 yards, enforced at SL 31 - No Play.

 

Doesn't an offensive penalty with under a minute to play mean they run 10 seconds off the clock...?

 

If it's supposed to, then shouldn't the game have been over...?

The Hulk (Ed Hochuli) explained that since it was an illegal formation, the play never happened, so no runoff. If the penalty happens during the play, it's game over. That comeback had me thinking about the Super Bowl loss to the Patriots. Score to go ahead then watch them stroll 60 yards and win on a long kick. ouch
