It wasn't PRIOR to Katrina and N'awlins is far from back to pre-Katrina status. The economics of the Saints' situation and their play on the field aren't really directly related. If the Saints stay, it's at least partly (how large or small a part I don't know) because the NFL realizes that a relocation of that franchise would be a PR disaster.
