Actually what this signals is the fact that the Titans believe that Pacman wont be playing for a long time and perhaps ever again. They drafted Michael Griffin with their first round pick with the intention of moving him to corner. They pick up Nick Harper in fa and immediately install him as a starting cb opposite Reynaldo Hill. Now they pick up another veteran, albeit terrible veteran, in fa.
