In other words, could Team A go out and sign a player of Team B's practice squad, or does Team B have to approve and/or trade that player? Any practice-squad player is free to sign a contract to be put on the regular roster of any team. With one exception - if a player is on team A's practice squad and they are facing team B that week, team B can't sign that player during that week.
