It is making them hard that causes so many injuries and something that is hard is not going to absorb any energy from a hit. Maybe something like a boxing glove for the head. I'm not claiming to be an expert on helmet technology, but I did recently do some research on motorcycle helmets, and they have several components that do different things. The outside is hard to dissipate an impact, then underneath the outer shell is basically styrofoam, which is softer and acts to absorb the shock. Apparently they tried using a softer, foamy helmet material before the hard plastic ones. The friction of the helmet against the ground, other helmets and such was causing neck injuries.
