The NFL doesn't penalize them and the Dolphins would still retain the pick. They can turn in their pick at any time. So they would let St. Louis pick, Atlanta pick, maybe even Oakland. At any point, they can just walk up to the podium and turn in their choice, and not have to pay 1st overall pick money to the guy. Since Miami has so many needs, they really can target any one of 5 or 6 guys with the pick. Once St. Louis and Atlanta pick, Miami's phone would be ringing off the hook with trade offers. Dallas, for instance, would be more likely. Obviously a scenario that would never happen but interesting thoughts for off season boredom. When MIN did that a few years ago, it sure lit up the draft room & the place looked like a Chinese fire drill (please excuse the idiom, all PC people) for a couple of minutes. Despite that, whomever MIA picked would still demand 1st pick money. That also has happened in the past when a player dropped a few places past the 1st pick and the top 4-5 guys were all considered fairly equivalent as far as perceived value. Heck, Brady Quinn wanted to be paid like he was picked in the top ten just because he was the second QB taken and "was supposed" to be picked early. I was thinking about this as well. People talk about how the two 1st round picks Dallas has aren't close enough to the cost for the #1 on paper but what if the two teams don't care? Bad teams have already had their punishment for bad management & drafting with poor records that resulted in getting the #1 pick. To punish them twice by not placing some kind of price control on that pick so that the rate to sign the kid is sky-high is akin to double jeopardy. That doesn't do what the #1 pick is supposed to do - let the team get healthy by some meaningful amount so that they can get competitive. I also imagine that it would be fairly easy to get the NFLPA on board with a rookie price scale, since they control agent certification and I'll bet some vets are mighty ticked off to see hugh $$$ paid to a kid who hasn't played a down while they've made their place in the league - some at a much lower price. Miami just then says "Here's what we think you are worth until you prove otherwise. Take it or leave it but no other team will pay you more". Would Dallas really want to strain their cap by having to give McFadden #1 overall-pick money, when he can be had as low as #4-6? Interesting idea from Fox, though like others said, it will likely not happen. But if anyone is ballsy enough to try it, its Parcells. And I doubt heads would roll...not in his first 5 months as GM. I agree that it would be great to stop paying the likes of Ryan Leaf (and Curtis f'n Enis and Cedric f'n Benson) a king's ransom though.
