I have seen 2 fights in the stands in the last 5 or so years from what starts out as a "down in front" yelling match. I think this is to give security a "well its against code of conduct" excuse to stop this kind of fight. The section that I was in was the only one who was standing the entire game, apparently that's how it always is in this section. I didn't really care so much as I was so drunk and it was an exciting game. Good luck enforcing this rule.
