Still uncertain, but per KFFL he's at least warming up:

ESPN reports New England Patriots WR Wes Welker (knee) is on the field for pre-game warmups, but it remains uncertain if he will play in Week 4.

In unrelated news, also from KFFL, looks like Kevin Smith will start:

NE - WR Welker to be on active list

Summary: The official word for Wes Welker is that he'll be on the active list today. We think he'll start but have him projected for slightly lower numbers than his usual self of catching everything.

Wes Welker is active for Sunday's Patriots-Ravens game.

Welker looked good in warmups and didn't appear to have any trouble cutting the last time we saw him in a game, despite his knee injury. He's well worth using against a Ravens pass defense that ranks just 17th in the league.

ahh... does welker playing the short routes mean...... more randy moss long bombs? 150 yds 3 tds?!?!?!?!?!? oOOoohHooooooo common randy!... 3 tds to make up for the last 3 weeks.. you owe me!

My "fearless forecast" of Moss's Exact stats

Two catches for exactly 50 yards each.. and each for a touchdown... and a two point conversion..

and then another 50 yard catch... fumbled at the 1.. and recovered by himself... and ran in for a touchdown
