NFL Game Clock Rules Questions

Nobody answered this in the GB - ATL game thread.

 

Why, after the play ending at 2:02 was over, and defensive offsides penalty called and declined, did the game clock not start running and go down to the 2 minute warning when the referee blew his whistle to start the play clock? It was a completed pass to Jones in the middle of the field.

 

Falcons got roughly an extra 30 seconds out of it. Definitely mattered because they got the ball back and where then able to score a field goal with only 13 seconds left.

I found the rule from NFL.com:

 

"With the exception of the last two minutes of the first half and the last five minutes of the second half, the game clock will be restarted following a kickoff return, a player going out of bounds on a play from scrimmage, or after declined penalties when appropriate on the referee’s signal."

 

From the Game Center.

 

4-1-ATL 21 (2:11) (Shotgun) 12-A.Rodgers pass short middle to 89-J.Jones to ATL 3 for 18 yards (23-D.Robinson). Penalty on ATL-29-B.Williams, Defensive Offside, declined.

 

1-3-ATL 3 (2:02) (Shotgun) 12-A.Rodgers sacked at ATL 8 for -5 yards (55-J.Abraham). FUMBLES (55-J.Abraham), and recovers at ATL 6.

 

Two-Minute Warning

 

So basically a rule intended to help the Packers (the trailing team) came back to bite them. Awesome. I wonder if we could have declined the clock stoppage. It would have made sense to do so, knowing the Falcons might have been left with too much time.
