The rankings are determined by a multi-tiered analysis that examines a team’s efficiency in spending fan money as compared to its on-field performance. It also factors in feedback in 21 categories from more than 70,000 fans nationwide. Not to mention, the award is done on a yearly basis, so all those Cowboys championships from over 15 years ago don't really count for squat. I gotch ya... also, this is based on how efficiently money and payroll is spent. It is really about return on the dollar spent. So that counts out Dallas and Washington right there.
