To be more accurate, any market that requests (and is granted) a constant feed for the game will see it to the end and not get switched even if it is a blowout and the network moves viewers to a more competitive game. For example, most of the viewers outside PIT & CIN markets were switched over to NYJ-WAS with about 4 minutes left in 3rd Qtr. But Philly stuck with the game. And some markets outside DEN-MIN got the game until the end, like here in Cleveland because we did not have a 4:15PM game to join the start. The thread below on the 506.com (NFL/sports broadcast info) goes over the game switches each week, the post in the link mentions Philly sticking with the Steelers game.
