Will some one explain this part of the rule under rule 3.10.1

Franchise Free Agents (FFA) - Unrestricted free agents who have been designated as the "Franchise" player. Current team has the right to match any offer. If they refuse they are given compensation by the new team the player has signed to play for. The minumun salary for FFA is the average of the top non-FAs at his position.
Exclusive-Rights Free Agents and Franchise Free Agents must be named by March 25 at 12:01 ET.


I'm guessing this would be the top 5 salaries but would like it clarified if possible.  TIA

I think the point is that guys like Finnegan or Olsen that were signed to huge 1 year deals do not count towards the calc.  Those guys are back to being free agents.  It makes a pretty big difference for positions like CB or TE.
