Teams with basically no NFL-quality starting QB, either due to injury or ineptitude: Buffalo Chicago Cleveland Jacksonville Minnesota St. Louis I would say the verdict is still out on the Texans, Jets, Raiders, and Bucs. And not sure what kind of jury would give thumbs down to Mike Glennon. The coaching staff has given him the green light to let the ball fly.
