I think with the lineup requirements you have, you are beter suited locking up two projected top 10 RBs, which the nallows you to focus on truly drafting BPA in your draft given your flex rules. Assuming you start 1 QB and 1 TE along with the RB/WR/Flex spots you listed, you have major flexibility in your draft decisions as you only need to draft one more WR with no requirement to take an RB. You really can grab BPA. THe beauty of PPR is it makes the WR position very very deep, so it is much easier to find value there. If you let Forte go, a player generally rated as a top 5 overall player, you now are essentially forced to go RB early to fill in your lineup given the quick drop in value at the RB position. Forte still is a high rd 1 pick and catches a lot of balls in a full ppr league.. big value especially if your draft position is later in the 4th after keepers. first three you listed for sure.
