League Changes - Vote or no Vote?

In your league do changes have to go thru a league vote? I'm just curious. The commish of my league decided to reduce passing TD points without input from all the managers. I and many managers read about it on the league's message board. Keep in mind that this is a keeper league and managers have made sacrifices to keep QBs on their roster. Now they are no where near as valuable. Thanks for you input.
