montgomery owners(and those with jackson/davis)

Curious why you think that happens? Would a fantasy site do that while the team still has him listed only as WR?

ESPn is considering it:

Here is Yahoo's criteria for adding dual eligibility:

https://help.yahoo.com/kb/fantasy-football/SLN6318.html?impressions=true In-season changes to position eligibility
  • All position eligibility requests are reviewed, compiled, and forwarded to our data provider, which makes the final decision on position eligibility.
  • Yahoo isn't responsible for modifying position eligibility. As such, we can't speculate on future changes or comment on decisions concerning about individual players.
  • There is no set criteria (minimum number of games, minutes at a new position, etc.) for position eligibility. A new position will be added when our data provider determines that a player's primary position has changed, or he is logging sufficient playing time at a secondary position to warrant adding that position to their eligibility.

Good to know - If the position change is considered temporary or situational, position eligibilityWON'T be adjusted. For example, a defensive lineman who lines up at tight end or in the backfield during goal line situations WON'T earn eligibility at a new position. It isn't possible to have both defensive and offensive position eligibility.

How do sites currently deal with players like Dexter McCluster? Does he count as both a running back and a wide receiver for roster limits purposes?

This year on both ESPN and MFL, McCluster is listed as an RB, and, as such, counts as an RB for roster limits.

Sounds like Yahoo has no control over what happens but lots of info on how the process works, but in the end not their call.

I just don't see a lot of players listed with dual eligibility anymore, so I'd be surprised to see sites doing it. Not surprised I guess that Yahoo and ESPN talk about it, but then there are thousands of public leagues there where there is no real commish or person responsible for the rules. I'd be more surprised to see places like MFL or CBS (where people pay to host, and most leagues are not free public leagues with on league control).
