Players that are picked up off waivers, do they have a roster fee for them? Also, if I drop a player does that free up cap room, or is the 'cap' only for the draft?

Cap is only for the auction. If you pick someone off waivers, they will register with a $2 salary, just in case you want to keep them for next year (like I did with Rudi two years ago)
Once the auction is over, I will open the wiaver wire for FCFS until gametime. Then, waivers go Worst-to-First every Thursday, with FCFS till gametime after that.
There are no fees for waivers, unless you really want to pay them.
