2009 UFF-DA Rules (Union of Fantasy Football Dumb Asses)
UFF-DA Rule changes must have the approval of at least 8 of the 12 owners in order to be enacted.


Cost:
$74.17 per franchise, plus an additional $5.83 for web-hosting ($80 total per franchise). If paying fees via Pay Pal, an additional handling charge may apply. Prize payout: Super Bowl Champ $347.04, Runner Up $148, Third Place $49, Fourth Place $30, Three Division Winners $79 each, Toilet Bowl Winner $79.

The deadline for payments (in-full) is on draft day.


Schedule:
13 Game Regular Season during NFL Weeks 1-13.
Wildcard Playoffs will occur on NFL Week 14.
Semi-finals will occur on NFL Week 15.
Super Bowl, Toilet Bowl and 3rd/4th place consolation game will occur on NFL Week 16.
12 teams each year divided randomly into 3 divisions (with 4 teams per division).

Division placement for inaugural year was determined randomly by draft order. Each following year however will have a new and random division placement for each team. Each team will play everyone in its own division 2 times, and seven other non-divisional teams once. The schedule will be automatically produced by MFL.


Championship Playoffs:
Each division winner automatically qualifies for playoffs and the 2 division winners with the best records receive a wildcard bye. Best record of the 3 division winners (or if tied, winner of the tie breaking procedure) will determine # 1, 2 and 3 seeds. The next best 3 team records, no matter which division, will qualify for the wildcard round, during NFL Week 14. Teams will be seeded from 4 through 6 (with tiebreakers, if needed.) The division winner with the #3 seed will also play in the wildcard round. Semi-finals will be conducted during NFL Week 15, with the 4 remaining teams including the 1 & 2 seeds and the 2 winners of the wildcard games. The highest seeded team will battle the lowest remaining seed out of the wildcard round. Each loser of the 2 Semi-finals games will play each other to determine the 3rd and 4th place payouts. Each winner of the Semi-finals games will be in the Super Bowl during NFL Week 16.

Tie breaker procedure for Playoffs:
Standings are determined by games won and lost.
Head to head results will be the first tie-breaker (applies to 2-way tie only)
Winning percentage in division will be second tie-breaker.
Most points scored by teams will be the third tie-breaker.
Most points scored against teams will be the 4th tie breaker.
Random Number Generator (dice server or coin flip) will be the 5th tie breaker.
For tie-breakers involving 3 or more teams, once a team is eliminated or promoted from the tie-breaker, the remaining teams in the tie-breaker will start at step 1 again.


Toilet Bowl Playoffs:
All non-playoff qualifiers will play in the Toilet Bowl playoffs. Teams will be seeded 1 (best) to 6 (worst). Seeding will be determined the same as the playoff teams are. Toilet Bowl seeds 1 and 2 will have a first round bye. Tiebreakers (for seeding and tie games) will also be the same as for the playoff teams.
Match-ups for round 1 during NFL week 14 are seeds 3-6 and seeds 4-5.
Losers of each game will be eliminated from the Toilet Bowl playoffs.
Second-round games during NFL week 15 will consist of the highest remaining seed playing the lowest remaining seed. Each winner during NFL week 15 will be in the Toilet Bowl during NFL Week 16.


Roster:
Each team can carry up to 16 players, plus one IR slot. The IR slot is reserved for players put on IR by their NFL teams. An owner will be fielding an illegal team if it holds a player on IR that is not determined to be injured by the NFL. The roster must be brought into conformance before Kickoff of the first game of that week.

Each weekly starting lineup will consist of:
1 QB
2 RB
2 WR
1 TE
1 Kicker (Individual – not Team Kicker)
1 Defense/Special Teams - (Team D/ST – not Individuals)
8 Players total

A starting lineup that does not consist of the above will be considered illegal. Starting a bye-week player will be considered legal, however you will obviously get zero points from him for the week. MLF should prompt an owner to correct their lineup if it is illegal.

Starting lineups must be submitted in part, by the beginning of the game for each player in your starting lineup each week, and in whole by the beginning of the last game of that particular week. If a legal lineup is not submitted before the beginning of the last game of a particular week, then the previous week’s entire starting lineup will be used (except for week 1, which will result in a forfeit). If you have a player listed as a starter in a particular position, and that player's game for the week has begun, then it is too late to drop him from your starting lineup for someone else.

Eg. Reggie Bush's game for week 1 begins at 8:30pm on Thursday so he must be in your starting lineup before that game begins... but Chad Johnson's game for week 1 doeasn't begin until 7:00pm on Monday so he doesn't need to be in your starting lineup until just before his own game starts.


Keepers:
Each team can keep up to 3 players from their previous year’s roster without any restrictions upon the number of players that can be kept per position.

For each player that you keep, you will forfeit your draft pick from the top of the draft (if you keep 1, you will lose your 1st round pick; if you keep 2, you will lose your first 2 draft picks; if you keep 3, you will lose your first 3 draft picks).

A particular player can be kept on a roster for no more than 3 consecutive years (so you can draft a player 1 year, and then he can be kept twice after that). Undrafted Free Agents are always considered 1st year players, and if a player is not picked up as a FA the first week after he has been released from another team, then he will be considered an Undrafted FA. So, the Keeper clock for a player (whether drafted, traded, or picked up on the wire within a week after a release) begins from the time that he was first acquired as an Original Draft Pick or as an Undrafted Free Agent.

The deadline for determining your keepers is one week prior to the start of the draft.


Trades:
Trading deadline is week 11 (there is no deadline for waivers). All trades shall be accepted, unless a league member objects to it. All trades will be posted to all members of the league once they’ve been accepted. Objections to a trade must be brought to the Commissioner’s attention within 24 hours of the trade being accepted. The Commissioner will review the trade and possibly ask for the owners involved to present the reasons why the trade in question was proposed or accepted. The Commissioner will then make a final ruling and present it to the league before the beginning of play for that week. If the Commissioner is one of the two teams involved in the trade being objected to, then an uninvolved owner (not the one who raised the objection) will be asked to review the trade and make a final ruling.

Once a player on your team is traded to another team, he may not be traded back to you from the same team for a minimum time of 4 weeks.

Owners can only trade draft picks, and players of the same season. (i.e. during the 2006 season, an owner can not make a trade involving the 2007 season draft picks). This is in case an owner needs to be replaced for any reason (the prior trade wouldn’t be fair to the new owner that takes his place).

Prior to the draft date during the off-season, owners may trade draft picks, players, or a combination of the two. Draft picks for the keeper rounds (1, 2 & 3) may not be traded prior to or on the date keepers are declared. After the date keepers are declared, all draft picks you have remaining (after forfeited picks due to keepers) may be traded. If you trade a keeper player after you declare him, you will still forfeit the draft pick you used to declare him.

There is no fee for any transaction, including trades.


Waivers:
There is no Waiver period during the pre-season. The first Waiver period will open on Tuesday after the conclusion of the NFL regular season week 1 games.

Franchises can submit waiver wire requests to the league web site all day Tuesday. The order that you place your waivers will determine whom you pick up first (for example: Fred Taylor as first, Rex Grossman as second, and Isaac Bruce as third. Your waivers will be selected in that order). If more than one team selects the same player in the same order, the team with the worst record will receive the pick. Waivers will be processed at Midnight Wednesday morning. For the remainder of the week, waiver pickups are first come, first served and will be processed immediately by the web site. If a waiver player is claimed, a roster player must be dropped or put on IR. All dropped players will be locked for 1 day immediately after being dropped, after which they will be as available as all other Free Agents.

There is no fee for any transaction, including waiver wire picks.


Standings:
Standings are determined by head-to-head games won and lost.
Points accumulated on a weekly basis will be factored into playoff tie-breakers.
Tie-breaker for regular season head-to-head match-ups will be total yards accumulated by players in each team’s active lineup (passing, rushing, receiving, not including D/ST).


Scoring:
6 pts/rushing or receiving TD (+ 4 pts if TD is 51 yards or more)
4 pts/passing TD (+ 2 pts if TD is 51 yards or more)
2 pts for 2 pt conversion (if a passing conversion, 2 pts go to the passer and 2 pts go to the receiver)
0.1 pt/1 yds rushing
0.1 pt/1 yds receiving
0.05 pt/1 yds passing

3 pts/FG (less than 40 yds), 4 pts (40-49 yds), 5 pts (50-59 yds) 6 pts (60+ yds)
1 pt/extra point kicked (PAT)

Defensive/Special Teams scoring rules:
Defensive scoring will apply only when a defensive or special teams unit is on the field. Scores against the team’s offense (such as interceptions or fumble recoveries returned for TDs) will not count against the defensive scoring (including associated PATs or 2-point conversions)
Scoring values are as follows:

8 pts/2-3 points against
6 pts/4-7 points against
4 pts/8-10 points against
2 pts/11-16 points against
0 pts/17+ points against

6 pts/defensive or special teams TD (+ 4 pts if TD is 51 yards or more)
2 pts/safety (if safety is the result of a sack then the normal 1 pt. per sack is also awarded)
2 pt/turnover (fumble recovery/interception)
1 pt/sack

A play is considered to be a Special Teams play if a kicker or a punter in on the field (except for point after touchdown plays). If a touchdown is scored in that play, 6 points (+ 4 pts if TD is 51 yards or more) will go to the team D/ST scoring the TD and to the player scoring the TD. If this is a passing TD, 4 points (+ 2 pts if TD is 51 yards or more) will also go to the player passing the TD pass.


The Draft:
The 2008 draft will start on Friday, August 22 at 7:00 PM CDT. The order will be from worst to first from the previous year’s standing. (spots 1-8 based on regular season results; spot 9 for 4th place winner, 10 for 3rd place winner, 11 for 2nd place winner and 12 for Super Bowl winner). The inaugural year draft order will be random. Pick order will serpentine only after the “keeper” rounds. So the first 3 rounds and the odd-number rounds afterward will be 1 to 12, then 12 to 1 in the even-number rounds, starting in round 4. Pick order in the inaugural year however will serpentine immediately (odd rounds beginning with the first, will pick 1 to 12, and even rounds beginning with the second, will pick 12 to 1).

Draft picks may be traded. The deadline for trading draft picks is 1 hour prior to the start of the draft. There will be 16 rounds.

The time limit for each pick will be 3 minutes.

If at the time of the draft, the number of keepers plus draft picks you have is greater than 16, you will forfeit draft pick(s), starting from your last pick, until that number equals 16. If at the time of the draft, the number of keepers plus draft picks you have is less than 16, you will be given extra draft pick(s) at the end of the draft, until that number equals 16. If more than 1 team needs extra pick(s), the order will be 1 round per team, with draft order snaking as with other rounds.

If any of your drafted players gets injured before the regular season begins, you may replace him on your roster. You can do this after the draft ends and before the regular season begins. If a kept player gets injured prior to the draft, that team may drop that player for a player he just released or restoration of a forfeited draft pick.

Co-Owners:
Individual franchises may have 2 co-owners. If a team uses this option, this team still acts as one team and one vote for all voting matters. Any official decisions made or posted by one of the owners may not be negated by the other owner of that team. Any payouts will be divided equally among co-owners. Each co-owner will be held equally responsible for full payment of the single team league fees for their franchise.


Absentee Owners:
Team owners are expected to check into the league board periodically during the off-season, in order to confirm that they wish to remain in the league, discuss and vote on any rule changes, and any other issues that might occur. If you do not confirm your status in the league, e-mails will be sent to your registered e-mail account. If you do not respond by July 15th each year, you will be dropped by the league and a replacement owner will be invited to join the league and take over your franchise.

If a confirmed team owner stops checking in, he will receive an e-mail, checking to re-confirm his status. If there is no response by 7 days prior to the keeper declaration date, he may be dropped in order to give enough time to find a replacement owner.


Summary:
UFF-DA (Union of Fantasy Football Dumb Asses) League. 12-team redraft keeper. Standard performance + TD scoring. 16-man rosters with one IR slot, and 3 optional keepers each year. 3 divisions of 4 teams each with weekly head-to-head match-ups. Weekly lineup consists of: 1 QB, 2 RBs, 2 WRs, 1TE, 1 K, 1 D/ST. Fee is $80 total per franchise.
