2009 HANNIBALS RULES

FORMAT
- 4 divisions of 3 teams each
- Divisions remain the same year to year
- Schedule will include games against each non-division opponent once (9 games)
- Schedule will include games against each division opponent twice (4 games)
- Mandatory 3 keeper league, with no restrictions on the number of keepers in a position and no restrictions on the term a player may be kept
- 18 man rosters, with no restrictions on the number of players per position except that owners must be able to field a valid line up. Rosters are never to have more or less than 18 players.
- A 2/3 majority vote will be required to pass any new rules or approve any new owners, meaning a minumum number of 8 votes is required to pass a new rule or accept a new owner.
- An entry fee of $30 per team is required, MFL fees will be paid from these fees

It is the responsibility of the individual owners to enter their weekly lineups on the league website each week. If an owner fails to submit a lineup for a week, the lineup from the previous week will be used regardless of any bye week issues.

DRAFT
- The draft will be a 15 round snake draft (1st to 12th, 12th to 1st, etc) of non-keeper veterans and rookies.
- The draft will be based on prior year's results, using league tie-breakers where appropriate:

Non-playoff teams
1st pick - Team with the 12th ranked team after the regular season
2nd pick - Team with the 11th ranked team after the regular season
3rd pick - Team with the 10th ranked team after the regular season
4th pick - Team with the 9th ranked team after the regular season
5th pick - Team with the 8th ranked team after the regular season
6th pick - Team with the 7th ranked team after the regular season

Playoff teams
12th pick - Team that won the super bowl
11th pick - Team that lost the super bowl
10th pick - Non-Super bolw team with the best regular season finish
9th pick - Non-Super bowl team with the 2nd best regular season finish
8th pick - Non-Super bowl team with the 3rd bestregular season finish
7th pick - Non-Super bowl team with the worst regular season finish

6 pts per TD
2 pts per TO ( FR or int)
2 pts per blocked kick (any kick)
1 pt per sack
7 pts for 0 pts allowed
5 pts for 1-9 pts allowed

- Individual players will not be awarded points for special teams TDs (punt and kick off returns), these points are only awarded to the DEF/ST.

- It is the sole responsibility of an owner to notify the commissioner of any Elias Bureau stat changes on games from the previous week, involving players on his team or his opponent's team, BEFORE the kickoff of the first game of the next week. The official source we will use for Elias Bureau changes is MFL. Each week in which there are official Elias Bureau changes the MFL provides a link to apply the changes and it is this method which will be used to apply the stat changes to Hannibals. If there is no MFL link of Elias Bureau changes in a week then we will not recognize any Elias Bureau changes for that week.

- Under no circumstances will Elias Bureau stat changes be applied for any week prior to the last week. Once the games for the current week have kicked off the scoring and results from all previous weeks is final.

ROSTER MOVES
Waivers
- Add/drops are first come first serve (FCFS) immediately after the draft until the start of the season on the league website.
- After the season has started waivers will be frozen until Wednesday evening (on or around 5:00 pm CST) at which time they will be processed in a worst to first order (worst record getting 1st pick, best record getting last pick).
- Once Wednesday waivers have processed, waivers will be FCFS until the kick off of the first game of the week.
- There is no limitation on the number of waivers per week.
- There is no cut off on waivers, i.e. waivers run until week 17.

Trades
- Owners have 24 hours to register a veto on a trade (on the message board or in an email to the commissioner). If there are 2 or less vetoes on a trade, the trade will be approved when that 24 hour period has lapsed. If there are 3 or more vetoes an additional 24 hour period is required during which 3 more vetoes would be required to veto the trade. The two owners involved in the trade can not vote (meaning the trade would be vetoed with a 6-4 vote). If after 48 hours 3 more vetoes have not been cast the trade will be approved.

- Owners may trade some of their unprotected non-keepers to other owners for draft picks as long as the owner recieving the player keeps said player as 1 of their 3 mandatory keepers. The owner getting draft picks must trade back the same number of draft picks recieved so that after the trade both owners still have 15 draft picks. Owners can also bargain for other draft options, but must stay at the 18 player limit.

- There is no trade deadline, i.e. trades will continue through week 17 and on into the off season.

PLAYOFFS, SINGLE ELIMINATION
- Playoffs begin week 14 and end week 16.
- 6 teams will make the playoffs.
- 6 teams NOT to make the playoffs will be in the Toilet Bowl.
- Tie-breakers for gaining a playoff berth and for determining seeding are, in order, head-to-head and then total points.
- There will be 2 division winners and 1 wildcard team from each conference with no special consideration given to the total points champion. The team with the best overall record in each conference, not to have won a division, will get a wildcard berth.
- There will NEVER be 2 wildcards from the same conference, even if the 4th best team in one conference has a superior record to the all the teams in the other conference.
- Top division winner IN EACH CONFERENCE will get a 1st round bye (even if a team in the other conference has a superior record).
- Round 1 of the playoffs, the division winner IN EACH CONFERENCE not on a bye will play the wildcard IN CONFERENCE
- Round 2 of the playoffs, the top seed IN EACH CONFERENCE will play the round 1 winners IN CONFERENCE to determine division champions
- Round 3 of the playoffs, the division champions meet in the superbowl to determine the Hannibals champion.

1st seed - team with the best overall record
2nd seed - team from the other conference with the best overall record
3rd seed - remaining division winner with the best overall record
4th seed - last division winner (from the other conference)
5th seed - wildcard with the best overall record
6th seed - last wildcard

7th seed - TB team with best overall record
8th seed - TB team from the other conference with best overall record
9th seed - TB team with 3rd best overall record
10th seed - TB team from the other conference with the best remaining overall record
11th seed - TB team with best remaining overall record
12th seed - TB team from the other conference

3rd seed vs wildcard team in conference
4th seed vs wildcard team in conference

PLAYOFF GAME TIE-BREAKERS
1) The team with the highest regular season total points wins.
2) The team that scored the most actual TDs in the playoff game wins.
3) The higher seeded team wins (1 is the highest seed).

PAYOUT SCHEDULE
Total Kitty = $360
$60 - MFL fee (assuming early deadline is met)
Remaining fees to be split as follows:
45% - Superbowl winner
25% - Superbowl loser
15% - 3rd place
15% - Regular season points leader
