League Format
The PNHFFL is a twelve-team league comprised of three divisions. Competition between teams will be in a head-to-head format, on a round robin basis. Teams will play a 14-week regular season. You will play teams within your division twice and teams outside your division once during the regular season.
Playoff Format
Weeks 15 and 16 of the NFL season will be reserved for the PNHFFL single-elimination playoff tournament. The top team from each division, plus one wild-card team, will advance to the playoffs.
Additionally, the worst teams from each division, plus one wild-card (fourth worst team in the league) will advance to the Toilet Bowl playoffs. The losers of the semi-finals advance to the finals. The loser of the Toilet Bowl will be declared the Ultimate Crapper and will be required to endure one entire off-season of ridicule and harassment by their fellow League-mates. The first official degradation will be the renaming of the Ultimate Crapper's team. This will be done by taking suggestions by other owners (max. 1 per owner), narrowing them down by informal vote to 3, and ultimately being selected by the Winner of the toilet bowl.
The teams are placed in divisions according to their [inaugeral] draft order; thus, the divisions will be as follows:

Rosters
Rosters consist of a maximum of 38 active players and 5 practice squad players (max of 3 offense) during the 17-week season. Rosters may exceed the limits during the off-season through trades and FA pickups, but they must be pared down to the legal maximum no later than 24 hours before the first regular season NFL game. Rosters may always be less than the maximum.
After NFL week 17 & prior to the roster pare-down date for the next PNHFFL Regular Season, the roster maximum rises to 57 (formula: 38 active slots, 5 practice slots, 7 draft rounds, and 7 additional slots). These extra slots could be used for extra draft picks acquired, FA acquisitions, Trades, etc.
Starting Lineups
Starting lineups consist of 7 offensive and 7 defensive players in a Flex format:
Offense: 1 QB, 1-2 RBs, 3-4 WRs/TEs, 1 K (total 7)
Defense: 2-3 DLs, 2-3 LBs, 2-3 DBs (total 7)
Note: Some players switch positions during the season. For our purposes, the position determined by MFL will be the position assigned to that player.
Full lineups must be submitted at MFL 5 minutes prior to kickoff of the first NFL game of the week, regardless of having any players active in that game or not. Players are locked at scheduled kickoff of their game. If no lineup is submitted, the previous week's lineup will be assumed to be the current week's lineup. If no lineup is submitted for week 1, it will be filled alphabetically. For flex positions of such a lineup, those flex players will be determined alphabetically as well.
Draft
PNHFFL will be conducting a 7-round rookie draft after the regular NFL draft in April (draft date to be determined in the League Forum). Draft order is based on reversed order of finish in the regular season. However, the 11th & 12th slots based on championship game - winner drafts 12th.
In-Season Free Agency
If a player is not on a fantasy team he is considered to be a free agent available on the waiver wire. From early Tuesday AM until Wednesday Noon ET, players are granted on a worst to first basis by rounds on MFL. A list of worst-to-first rankings are kept on the League homepage. After the Wednesday Noon deadline and the FAs have been processed, the waiver wire will be on a First-Come, First-Served basis and will close one hour before the first NFL game of the week.
For each player obtained via waivers, a player must be released (unless the owner is filling roster vacancies due to trading or dropping.) Once a player has been waived, he is eligible to be acquired as a Free Agent on the following Wednesday at 12 Noon ET and thereafter subject to the procedures above.
Off-Season Free Agency
There are 3 designated FA periods throughout the off-season which occur on the Monday - Wednesday of:
1) Last week of February
2) First week of June
3) Last week in August
During the pre-draft FA period(s), any non rookie-class player that is not on any team is eligible for FA. For post-draft FA period(s), rookie-class players are also eligible. Day 1 of the period will be done via waiver-wire on MFL. The waiver-wire order will be worst-to-first (same as draft order). The system allows for 8 rounds of waivers. Waivers will be processed at midnite ET. After waivers are processed, players may be acquired on a First-Come-First-Served basis for the balance of the FA period. Any player(s) dropped during FA will be locked for 24 hours and cannot be picked up.
Trading Activity
If two or more franchise owners wish to trade players, they may do so. Any trade that is intended to strengthen one team at the expense of the other can be overturned by the Co-Commissioners or can be vetoed by the rest of the League. (For example, the last place team probably would not be allowed to trade Peyton Manning to the first place team for (an unknown quarterback) without an explanation.)
Off-season, and regular season trades may include active players, draft choices, practice squad players, players on injured reserve, or just about any other combination of players/moves. When trading draft picks, you may only trade one year in advance (i.e. in 2006, you can not trade 2008 draft picks).
Regular Season: Trades will be permitted through Week 11 of the regular season. A trade becomes official when all the parties involved have posted and responded within a thread in League Forums at the League Message Board and have verified the terms of the deal and get a Co-Commissioner's approval. Trade Procedure: (1) parties involved in the trade make their offer & acceptance on MFL. (2) A Co-Commish reviews the trade and either approves it or disapproves it*. (3) Co-Commish then posts his approval/disapproval on the Huddle Board thread. (4) If a Co-Commish disallows a trade, the parties involved may bring the trade up for a vote. (5) An owner not party to the trade may call for a veto vote no later than 24 hours after approval of a trade posted on the message board. (5) Owners have 24 hrs to voice their yeah or nay on the veto. It takes a majority of the 12 owners to overturn the Co-Commish's decision.
* Prior to disapproving a trade, the Co-Commish should seek out the other Co-Commish and possibly the parties to the trade to determine whether the disapproval is warranted. If time does not permit, the Co-Commish has the ability to disapprove a trade without such communication.
Off-Season: Trades will work the same way as above with the following exception. During the rookie draft, Co-Commish approval will not be necessary to complete the trade. Therefore, after making the trade, all parties to the trade must post the trade to the message board. If there is a call for a vote by any owner, a vote thread will be set up. Until such a vote is called for, the draft will proceed forward.
Injured Reserve List (IR)
Injured players (maximum of 3 per season) may be deactivated and placed on the owner's Injured Reserve list. In order to place a player on IR, the player must be put on the NFL Official IR. The players must not be removed from the team's IR until the off-season. unless they are dropped or traded. If they are traded, there must be room on the acquiring owner's IR to accommodate them. If they are dropped, another owner may acquire the player(s)
Practice Squad
Each year, prior to the season, teams may place up to five (5) players on their Practice Squad (with a maximum of 3 offensive players) in a thread started at the league message board as well as on MFL. The thread will list the players you wish to put on your practice squad, their position and the team they play for. Players must either be rookies or second year players. Note: That means a team may only keep a rookie through two seasons (and a second year player through one season) before either activating or waiving.
Practice Squad players may be activated after the start of the season until game-time Week 13. Owners may activate all, some, or none of their practice squad players. An owner may NOT replace those players on the Practice Squad with other players (through Free Agency) during the season. In season, teams trading Practice Squad players have the option of placing them on their Practice Squad (provided there is room made available without exceeding limits) or activating to a roster spot (provided they have an open active roster slot available without exceeding limits).
Note: ANY Practice Squad player made active by a PNH team is deemed an active player in the League and may NOT return to any Practice Squad. This is on a per-season basis. If a rookie is on the practice squad in year 1 and activated, he is STILL eligible to be placed on an owner's practice squad in year 2.
In the off-season there is no "practice squad." All players are in the "same boat" until a new practice squad is named.

Tiebreaker Scheme
Matchup Tiebreakers:
1) Most TDs in Starting Lineup;
2) Most Offensive Points in Starting Lineup;
3) Total combined distance of all touchdowns;
4) Longest TD. (Passing, rushing or receiving; and
5) If still tied and it's a playoff matchup, the team with the better regular season record advances.
Standings Tiebreakers
The following is a tie-breaking scheme should two or more teams have identical records at the end of the season. Ties inside divisions shall be broken first (with the winner of that tie-breaker advancing to the next tie, if applicable).
1) Winning percentage against all other teams in the tie.
2) Division Record.
3) Most points scored.
4) Most points scored in division games.
5) Most points scored in games against teams involved in the tie.
6) Team with lower draft position advances (one is high).
Pay Out Format
A "Prize" thread will be started on the message board to allow team owners to designate whether they will choose to offer a prize or a straight $30. If an owner designated a prize, specific details regarding that prize should be included. The top four finishers in the league will choose prizes or cash form the bottom four finishers in the league. The middle four teams are off the hook for prize/cash payouts.
