2nd year in league and wanted to make sure i'm interpreting the rules regarding to waivers correctly.
We have $1000 in blind bidding money to be spent during the season, and in addition to these guidelines, we can only make 15 transactions over the course of the season? I have already made 4 waivers and 5 blind bid waivers, so i'm at 9.............correct?

No. The 15 transaction limitation is only for FCFS (the waivers after blind bidding ends) waiver moves. You can make as many transactions as you have dollars for in the blind bidding process.
