Four year deal, prepay SB.

Cut Michael Jenkins (because he's in the last year of a one year deal and I won't be able to keep him past June 30 (probably) anyhow). I will be incurring a $1.50 penalty on this years' cap for the cut (he had $1.00 of deferred SB heading into the year that had to be covered all year long or else pay the penalty).
