The League Commissioner will be required to be completely MFL conversant prior to each season starting, and download the MFL software, and setup the league for uploading to the MFL site. The League Commissioner will ensure that the Assistant Commissioner has the current MFL site password.

1.5.2 The Assistant League Commissioner(s)
Responsible for communicating league concerns and business to the Commissioner and intervening in transactions that involve the league Commissioner. If the Commissioner is out of contact for any length of time, the Assistant Commissioner will to attend any matters requiring timely action. The Assistant Commissioner(s) are also required to be conversant with MFL. The Assistant Commissioner(s) are directly responsible to the League Commissioner. In additional leagues the Assistant Commissioner(s) shall be responsible for all daily transactions held for their respective league(s)

1.5.3 Treasurer

The Treasurer will set up and maintain the league(s) pay pal account, receive and record all league fees, must pay for (will be reimbursed from league fees), and be responsible for league pay outs. The Treasurer is directly responsible to the League Commissioner.

1.6 League Rules

1.6.1 Rule Changes
League Rules will be reviewed annually beginning the Monday following the Super Bowl. Major rule changes can only be made through a league-wide vote requiring 75% yes for passage. In-season votes, though discouraged, require 80% yes votes to pass. All rule changes will be voted on by and affective across all leagues.

Votes will normally be conducted at the original MSHB forum site located at TheHuddle.com. Off-season votes are due within 7 days of posting at the forum. In-season votes are due within 48 hours of the time posted at the forum. During these time frames, if the required votes are not cast, the time frame will not be extended and the vote will be considered to have failed.

1.6.2 Commissioner Rulings

Any league specific decision made by The League Commissioner(s) will be posted on the league(s) respective message board immediately and may be brought to a vote if 2 or more owners request a league wide vote. A 50% vote will be required to overturn a Commissioner ruling.

1.7 League Funds

1.7.1 League Costs
The cost of a MSHB franchise will be $25. If you are an owner in an additional league(s) you must pay the cost for each franchise. The official league payment method will be one of three ways: Pay Pal, Money Order, or Check. Those using MO's or Checks must remit their payment to the League Treasurer 10 days prior the payment deadline to allow for clearance. The payment deadline each year, unless otherwise noted, will be midnight Eastern Time on the first Friday of April. Non-payment within seven days will result in the owner being called up for review.

Absent extreme circumstances, such as a medical emergency, no refunds of league fees will be given out. Paying league fees implies a commitment to run the team for the full season.

1.7.2 League Funds Distribution

All funds will be reserved for emergencies as agreed to by the league. Distribution is determined by a simple request by any Huddler followed by a private email discussion between all members and a vote to determine the amount. All the funds from all leagues and members will be pooled in an account of the Treasurers choice. When the funds are requested, all members & owners will be emailed and polled for distribution. All requests shall come through the League Commissioner.

2 Franchise Ownership

2.1 Naming
Unless otherwise approved by the league, owners must include “Bunz” in the name of their franchise but are otherwise free to name the team as they see fit. However, no owner may use language considered obscene, offensive, or insensitive. The League Commissioner will have the final say on what is allowed and what is not.

2.2 Owner Replacement
If an owner chooses to leave their league or is found to be detrimental to the continuity of the league(s) for any reason, a replacement owner will be sought by the League Commissioner. Replacements will be recruited from persons known from The Huddle. (All replacement owner functions will be handled by private, league-specific, email and will not be discussed on the forum(s) or at the MFL site.) Where possible, Huddlers who were involved with the original MSHB, Band of Huddlers & Money for Nothing efforts will be sought out before others but is not considered a requirement for membership.

Once a confirmation has been received by the League Commissioner of a person’s interest, a league-specific email will be sent for a "Replacement Owner Vote". A vote of 75% yes votes of ALL remaining league owners of that league will be required to approve any replacement owner. If 75% is not reached, the search will be narrowed down to the top three vote getters & continued using the same process. Under no circumstances will the MSHB League(s) require any prospective replacement owners to submit an "application" or "resume" for inclusion in the league.

Owners conducting themselves in a way perceived to be detrimental to the good of the league(s) may be removed by a vote of 75%.

3 Franchise Management

3.1 Rosters

3.1.1 In-Season
Each franchise will maintain an in-season active roster with a maximum of 32 players (Not including IR). Roster requirements are unlimited once the draft is completed. Teams may carry as many players as they like at any given position, but must maintain a full starting line-up at all times(see rule 5.2).

3.1.2 Off-Season
During the off-season (day after the fantasy Super Bowl) rosters will be purged completely. Free agency will begin the first Wednesday following the draft. From that point until final cut down rosters will be limited to 45 players.

3.2 Final Roster Declaration
The final cut down date will be Monday after the final pre-season NFL game or Monday before the first NFL regular season game (whichever is later if there is any difference) at 5:00 PM Eastern Time. Each team must designate a max 32 active players. On, or prior, to final cut down day, each owner must post a message in the league forum listing his active players. If a team does not meet this deadline, the commissioner will drop the player acquired in Free Agency in order from last to first until the owner meet the roster requirements.

4 Roster Moves

4.1 Free Agency

4.1.1 Eligibility
Any NFL player not on a MSHB League roster is considered a Free Agent. Teams that have been mathematically eliminated from the playoffs will be considered ineligible for FA and their rosters will be locked.

4.1.2 FA Schedule
FA begins the first Wednesday after the league draft and will be open until the date of final cut downs. Once the season begins it will run once every week until the MSHB League Super Bowl. See rule 4.1.1 for eligibility.

4.1.3 FA In-Season Process
FA is a weekly process that will be conducted on the MFL site. Teams requesting players will submit up to 2 rounds per week for initial requests. Requests can be submitted thru MFL from Sunday’s Kickoff thru Wednesday 12PM (Noon) ET. Those players will be rewarded on a worst-to-first basis based on record followed by the team that has scored the fewest points. After the initial 2 rounds of waivers First Come First Served (FCFS) waivers will open at 5PM ET and remain open for all Free Agent players until that respective player’s kickoff/lineup deadline the upcoming week. All players that have already played for the week will be locked until the following week’s Free Agency. This process will run through the playoffs for active playoff teams.

4.1.4 FA Pre-Season Process
The FA Pre-season process will be conducted on the MFL site. Teams requesting players will be allowed to submit 2 initial rounds upon completion of the draft thru the following Wednesday 7PM ET. Those players will be rewarded in reverse order of the draft. After the initial round of waivers it will be first come, first served through Friday 12PM ET before the first game of the regular season.

4.2 Reclaiming Waived Players

If a franchise waives a player and wishes to reclaim that player, the player in question must clear one week of waivers.

4.3 Trading

4.3.1 Process
Trading of players between teams is unlimited. Trading of draft picks is prohibited. When a trade is proposed, the following will occur:
A. Offering owner must offer the trade using MFL.
B. Accepting owner must accept the trade using MFL.
C. Commissioner will be notified via a post in the League forum stating that a trade has been offered and accepted on MFL by BOTH owners involved in the trade.
D. Commissioner will then approve the trade in MFL.

4.3.2 Deadlines
The weekly trading deadline is 48 hours before the start of that weeks NFL games. The season trading deadline is 48 hours before the start of the week 10 NFL games. Trades will be put on hold for 24 hours from the time of acceptance by both owners on the message board, to allow for owner/Commissioner review.

5 League Play

5.1 Schedule
The length of the regular season will be 13 weeks. Weekly league games will be played head-to-head against opposing franchises. Each team will play each division rival twice and all other foes once. Doubleheaders will be used in non-bye weeks to accommodate this.

5.2 Weekly Lineups

Each Franchise may start up to 8 Offensive and 8 Defensive players, for a total of 16 players, each week in accordance with the line-up guidelines below:
Offense:

Pick 1 QB
Pick 1-2 RB
Pick 2-4 WR
Pick 1-2 TE
Pick 1 K
Total of 8

Defense:
Pick 1-2 DE
Pick 1-2 DT
Pick 2-3 LB
Pick 1-2 CB
Pick 1-2 S
Total of 8

5.3 Lineup Submission
The deadline for naming starters is set by MFL rules, but generally a player is locked approximately 5 minutes before kick-off. On Thursday, Friday or Saturday games, only those players in that day's game(s) must be submitted. The rest of the lineup will not be due until approximately 5 minutes prior to that Sunday's first game. In the case that a majority of the NFL games for a weekend are being played on a day other than a Sunday, the remaining lineup will be due approximately 5 minutes prior to the first game that day.

If no lineup is submitted, the lineup for that week will default to the previous week’s lineup. Every effort should be made to submit a complete lineup each week throughout the season. Owners continuously submitting line-ups with bye or out players will be subject to review.

Players can only be inserted into a starting line-up at a position for which they are listed on their NFL teams depth chart. The official source for player positions will be NFL.com

5.4 Scoring

Scoring will be decimal based. Touchdowns scored by any player on an active line-up are counted. (Example: Tim Brown returns a punt for a TD, he is in that week’s line-up as a WR, and he receives credit for the TD.) Offensive players who become "defensive" players after a fumble or interception DO NOT receive credit for a tackle. Nor do they receive credit for fumbles caused, nor fumbles recovered, after change of possession.

5.5 Playoffs
The MSHB League play-offs begin on week fourteen (14) of the NFL season. The play-offs conclude on week sixteen (16) with the Super Bowl and Toilet Bowl.

5.5.1 Seeding
Six teams advance to the post-season. Three teams from each conference: both division winners and 1 wildcard.
Teams will first be sorted within their division by the criteria below and the two division winners will always be the top 2 seeds.

1. Overall Winning Percentage
2. Head-To-Head Record
3. Total Overall Points
4. Divisional Winning Percentage
5. Reverse order of Opponent Total Points scored

5.5.2 Schedule
Week 14 - Wildcard Games: seed 1 receives a bye; seed 2 vs. seed 3 in each Conference.
Week 15 - Semi-Finals: seed 1 vs. remaining team in each conference.
Week 16 - Super Bowl: week 15 winners and Consolation: week 15 losers

5.5.3 Tiebreakers
Tie breakers used in the MSHB League Playoffs for all playoff games in both the MSHB Super Bowl division and the MSHB Toilet Bowl division will be:
A. Total score of all bench players.
B. An advantage of .5 will be given to the home team to determine the winner. Home team is determined as the higher seeded team.
C. The Super Bowl and the Toilet Bowl tie breaking method will be: Since there is no home field in the Super Bowl or Toilet Bowl, in the event of a tie after tie-breaker method has been invoked, teams will submit a line-up for a Week 17 game. Same rules will apply in the event of a tie in Week 17. If the teams remain tied after week 17, they will select (in TheHuddle.com forum) one QB from one of the NFL playoff teams. (The team with the most points scored during the regular season will pick their QB first; the other owner cannot pick the same QB.) The QB scoring the most points during the NFL Playoffs will determine the MSHB League Champion.

5.5.4 Toilet Bowl

The Toilet Bowl will be played over weeks 14-16. All teams not making the MSHB playoffs will participate in the toilet bowl pool week 14. A four team bracket will then be drawn for weeks 15 & 16 consisting of the 4 lowest scoring teams from week 14. Losing teams will advance and the team losing week 16 will be crowned Toilet Bowl Champ for the year.

6 Drafts

6.1 Process
The MSHB League draft(s) will take place around the second week of July each year depending on availability. The draft will proceed every year according to a random dice roll at a predetermined roll site. The draft will last 32 rounds in serpentine order. The draft will be conducted in the respective league forum located at TheHuddle.com or, if MFL is prepared, at the League Site at MFL. If an owner withdraws from the league during the draft, the draft will stop until a new owner is found and begin when the new owner is selected without penalizing the new team.

6.2 Timing
There will be no timer in force during the draft. Each owner is encouraged to use pre-selects and make picks as soon as possible. If an owner is "on the clock" for more than 24 hours, during the draft without prior notice, then that owner will be considered for replacement.

6.3 Position Requirements

It is required that all teams draft a full 32 player roster consisting of and limited to the following positions:

2 QB
5 RB
5 WR
2 TE
2 PK

3 DE
2 DT
6 LB
3 S
2 CB

Please correct me...or I have just made the biggest mistake ever.

Return yards on punts, kickoff, blocked fg's, fumble recoveries, ints, etc.... those only get credit if a TD is scored correct.

So, you kick off to my return guy....he gets 40 yards on the return.....that mean nothing....since he didn't get a TD...or does he get 1.6 points...if so I have messed up hugh.
