I would like to propose a new rule.

All Legacy drafts, as they are currently legislated, will end 24 hours after the second to last pick has been made. Any teams who choose to pass a pick may still do so, but all picks must still be in before the deadline.

In the event that one owner owns multiple picks to end the draft, then the 24 hour clock will begin with the last different owner.

All picks must be completed by July 1st 12:00:01 am each season. All owners not at the 20 man roster at that point will forfeit $50 per day of their waiver money for that season until their roster is at 20.

This proposal includes the current season (2008).

It's not perfect, we'll refine it before next season.

First off, having received a second the proposal passes;

Second, after speaking with Eric, Steve and Chris about the need to reach 20 players the vote will stipulate that any team that goes the full twenty days (thus suffering the loss of all $1000 in waiver wire funds for the year) will then have defenses added to its roster (alphabetically by city name) until that team reaches the roster requirement; and if there aren't enough defense to fill the gap then the league will add kickers (again, alphabetically, according to the current list as shown on our MyFantasyLeague website)

Lastly, I hope such votes as these are rare.
