Last year, we had an inactive owner with started incomplete lineups or used bye-beek players on a couple of occasions.
There is nothing in the rules to address this, so here is my first stab at an official rule:
All team owners are expected to remain active during the season. If you are going to be away for a while or might be absent, please indicate to the league of this and when you expect to return. Seeking out and using a temporary team owner during your absence will be encouraged.
If you are absent without explanation and the lineup carried over if less than fully competitive due to starting an injured or bye-week player, the commissioner will track to see if you have returned and if you are still absent, the commissioner will adjust the lineup to a best lineup (either determined by himself or with the help of the league, except when facing the commish the rest of the league will solely determine the lineup)
If you are still absent without explanation the following week and made no visit to the league site, the commish will seek out a replacement owner. Once the replacement owner is found, he will take over the team and be the sole owner. No refunds will be given in this case and any winnings will go to the new owner. If no replacement is found by the following weekend, the commish will still set the lineup as discussed in the previous paragraph until a new owner is found.

good guidelines bj.... i'll throw out the idea that maybe those on the waiting list could be "on-call" to run the teams with inactive owners

Awesome decisions on both counts
While I support the idea of weeding out inactive owners, I think immediate adjustments and giving the boot after 2 weeks of inactivity might be pulling the trigger a bit too quickly. I missed a couple of lineups my first year in this league, (an innocent mistake on my part) and by these rules I could have been replaced. I would suggest that the commissioner not adjust lineups until after 2 weeks of lineup inactivity. Then, after all attempts have been made to contact the owner, and his lineup has been set for him for another week, then he should be replaced.

I like what you wrote up for the most part. Maybe use something more official for setting the lineups rather than potentially biased league owners. How about the best lineup per the Huddle's weekly projections or something like that.

I agree with the concept but feel more time should be allowed. I think one month of inactivity is justified reason for giving away the team to someone else. I also think you should simply carry over the previous week's lineup regardless of bye week status on players. This gives the benefit to thsoe that are active and punishes the inactive. It also elinates any concerns on how to set the inactive roster.
