1) The extra $20 that usually added to the Week 1 pot, has been moved to Week 12. The base pot for weeks 1-11 will be $20, the base pot for weeks 12-13 will be $40.
2) Starting the Monday after the draft the waivers will be open 24/7 all season long. The week to be considered for payouts will be from Sunday @ 10am to Sunday @ 9:59:59am the next week. the time frame wasn't voted on, but needs to be clarified to avoid which pickups will go to which pot if people see a valid reason to change it, it can be changed.
3) There will be a timer at the draft, every pick will have three minutes, if you exceed the time allotted, you will be assessed a $5 penalty. The money will go to the Week One pot. There will be someone at the draft designated to run the timer, we will try to get someone to come every year and run the timer, so that an owner doesn't have to perform this function.
4) The offseason meeting will be the Sunday before Memorial Day weekend every year going forward.
5) The draft will be held the Sunday before Labor Day weekend every year going forward.
These were all passed at the meeting July 27, 2008.

At the meeting, did anyone bring up the rule change regarding changing the deadline for setting lineups from kickoff of the first game of the week to kickoff of each individual players game?

No we didn't. However, with a 24/7 WW the lineups require being locked at the KO of the first game on Sunday. If there is a Thur or Sat game you only have to play people that you have playing on those days and can still set your lineup before KO on Sunday morning. If the games aren't locked then a player can be dropped/picked up and played in a later game and that leaves the door open for too many shenanigans.

I can live with lineups locking at kickoff first game Sunday, but last season it was not set up that way. All lineups were locked at kickoff of first game of the week, which is ridiculous with Thursday games. That I would like to see changed.

I agree wholeheartedly. There has to be some sort of conclusion we can reach on this. Or, just make a rule that you can't start anyone that was picked up after 10am on Sundays. Seems to be pretty easy.
We could bring it up for a discussion, and then a vote in a thread here before our draft. Commish??

I don't remember that being a problem for us last year . for me ,only the thursday players were locked in after those games and all other players could still be changed up till Sunday @ 10:00 AM.
You know what, I misremembered what the problem was. They didn't lock before the first game of the week, it was 5 mins before the Sunday morning game.

I would vote for that with the no playing anyone picked up after 10:00 on Sunday
I have always been a proponent of locking the lineup at KO of the first game on Sunday. I like to know just who I am playing against.
I will check with MFL and see if pickups made on Sunday can be locked out of lineups until after the Monday night game if the lineup is not locked until 5 mins before each persons game. The idea of FCFS is NOT to add a player at 11AM to play in the 1PM game nor to add a player to be played in the Monday night game. The weeks lineups should be locked in once the weekend starts so that any add/drops do not take place until after Monday's game is played.

what if you have 2 players playing on monday night.... say a WR for each team.... and you only can start one. this scenario could also be a injury situation or whatever. If you have a GTD on a monday game involving to possible starters..... you need to be able to wait to make that decision.
I strongly vote for lineups due @ the start of THEIR game. This includes thursdays, saturdays, sundays & mondays.

Got an answer from MFL. There are two ways to stop people from picking up a player and immediately playing them. Lock the lineups at the KO of the first game on Sunday.... or manually monitor. While I hold all ECB'ers in high esteem... the honor system doesn't cut it for me.
With a 24/7 we will have to lock in lineups at KO of the first game on Sunday. That will be only for this year as we will have a different system in place for next year.
On Thursday games.... once that game is over the option of taking a player out of the lineup that played is gone. So picking up a player from that game is not going to matter for the scoring of that week....you can't insert him into the lineup after the fact.
So that is my take on the situation. We will talk about it at the draft I assume.

I agree. I think the honor system will work just fine for 1 year. We can have a contingent in place if mistakes are made, after all, there is a time stamp on all lineup changes.
I'm positive that there's no way anyone could get away with playing someone they just picked up. If they did, it would be VERY easy to spot, and I can't imagine someone cheating that blatantly. I'd be completely comfortable with the honor system.

Let me clarify my stance....
1) This is a money league, and the playing field has to be level. One of the ways we assure there are no shenanigans, shady or accidental or otherwise, is to have the MFL site restrict certain things. If the site cannot regulate it, there will always be a chance something should slip through.
2) I don't think any one assigned person should have to compare pickups with starting rosters, which if we did have it done without MFL having to do it, we'd have to assign to someone.
...I see no way this passes, and it wasn't brought up at all at the rules/offseason meeting, so it'd have to be unanimous to pass, as an inseason rule change.
