The site is saying our calendar doesn't allow to submit picks now. What gives?

The calendar is set up to allow FCFS after noon on Thursday. Because we are not using automated waiver processing the time is not exact, so in order for things to be fair for everyone (have the same opportunity to get in at the earliest start point), FCFS begins at noon.
