RULES AND REGULATIONS

ROSTER
Each team roster consists of two parts, an active and a reserve roster. The active roster consists of a team defense and seven (8) players with the following positions represented:
1 Quarterback
2 Runningbacks
2 Receivers
1 Tight End
1 Sliding Spot (either RB/WR/TE)
1 Place Kicker
1 Team Defense (includes special teams)
During the draft a player playing one position for the NFL cannot be picked for another position in the FFL. An example is picking a runningback for a wide receiver. If a player is in a gray area then NFL.com will be used to settle the position issue. During the season, NFL.com official position listing will be used to make the decision. Also an athlete that is not on a NFL team or is not a free agent cannot be selected. No college player will be drafted unless he is on an NFL roster.
Active rosters must not go over the stated number of players at any one position. Active and reserve rosters together may not exceed more than eighteen (18)players at any time including the draft . This is including team defense. However, you may keep less then the allotted number of players.
As we will be using MyFantasyLeague.com (MFL.com), you may make roster changes up until 1 minute prior to the start of a given game. If a NFL week begins with a Thursday game, only those players involved in a Thursday game must be turned in 1 minute prior to game time. As we will be using a Web site to keep track of our league, you can change your roster as many times as you want before the deadline but once a game is under way the player will be locked in or out for that week.
There will be 4 divisions of 3 teams each. The regular season will consist of 13 games. Every team will face each division team twice (4) and every other team 1 time.
SEMI-KEEPER LEAGUE RULES
This league will be a semi-keeper league from it's inception. Each team will be allowed to keep 3 players as long as 1 of them is a rookie from the previous year (ie. Adrian Peterson, Sidney Rice would be considered rookie keepers for the 2008 season as they were rookies in the 2007 NFL season). Should an owner choose to not keep a rookie, they would be allowed to keep up to 2 players for the upcoming season. You do not have to keep players if you do not want to.
Prior to the 2008 draft the players kept must be posted on the Huddle posting board by Wednesday August 29th at 11:59 p.m., therefore, all owners will know who is available in the 2008 draft. When keeping a player you will lose the draft position the player was picked the previous year. (ex. If Ronnie Brown is one of your keepers and you drafted him in round 2 in 2007. In 2008, should you keep Ronnie Brown you would not have a 2nd round pick.)
If keeping a player where you do not have that draft pick available the player will be moved up to a round where the owner has a draft pick. Once the draft occurs, this player will retain the new round designation the following year just as if that player were drafted in this new round. (ex. In 2007 Ronnie Brown was drafted in the 2nd round. In 2008 you do not have a 2nd round pick but want to keep Ronnie Brown. Ronnie Brown will move to a 1st round keeper as long as the owner has a 1st round pick. From this point forward Ronnie Brown will retain the 1st round keeper value as long as he is kept and the owner has that round draft pick.) It is in the owners best interest to trade for the round where the player is to be kept to maintain the existing value.
Keeper Free Agents: Whenever you make a free agent pick-up you will be dropping a player. The free agent will then take the round draft pick of the player dropped. (ex. In 2007 if you were to drop Ronnie Brown and pick up Mack Strong, using the example above, Mack Strong would then be a 2nd round draft pick if you want to keep him the following year.) A free agent will only take the dropped players draft pick position if and only if the free agent was not drafted to begin with. Should a player be dropped and then picked back up by another team, then that player will retain his original draft pick position for keeper purposes. (Ex. If Ronnie Brown was dropped for Mack Strong and then another owner picks Ronnie Brown up the following week. Should that new owner want to keep Ronnie Brown the following year he would have to sacrifice his 2nd round pick for the keeper regardless of who he dropped to pick him up.
If you have two players with the same draft choice round, you will also lose the previous rounds pick. Ex: If you have two 16th round keepers then you lose a 15 and a 16 unless you trade for an additional 16th round pick. You CANNOT keep two number 1 draft picks unless you have two number 1's to draft with.
You can post and change your keepers any time up until the dealine of Tuesday August 29th at 11:59 p.m. (or 1 week prior to the draft). Once the deadline hits all remaining players on your roster become Free agents and you no longer have the opportunity to trade any player other then those who you retained as keepers. Bear in mind that even if you trade a kept player your draft position for that round is lost. (It’s just like trading a player for a pick.)
FUTURE YEAR DRAFT PROCEDURES
As this is a semi-keeper league the 1st round of the draft will be determined as follows:
1. The losers bracket tournament champion
2. Of the teams that did not win the Loser Bowl, the team with the worst overall record(total points using the 13 week total would be the tie-breaker with the lower amount getting this pick)
3. Of the teams that did not win the Loser Bowl, the team with the second worst overall record(total points using the 13 week total would be the tie-breaker)
4. Of the teams that did not win the Loser Bowl, the team with the 3rd worst overall record(total points using the 13 week total would be the tie-breaker)
5. Of the teams that did not win the Loser Bowl, the team with the 4th worst overall record(total points using the 13 week total would be the tie-breaker)
6. Of the teams that did not win the Loser Bowl, the team with the 5th worst overall record (total points using the 13 week total would be the tie-breaker)
7. Of the 2 teams that lost in the 1st round of the playoff Tournament, the team with the worse record (total points using the 13 week total would be the tie-breaker with the higher amount getting this pick)
8. Of the 2 teams that lost in the 1st round of the playoff Tournament, the team with the better record (total points using the 13 week total would be the tie-breaker with the lower amount getting this pick)
9. Of the 2 teams that lost in the 2nd round of the PLayoff Tournament, the team with the worse record (total points using the 13 week total would be the tie-breaker with the higher amount getting this pick)
10. Of the 2 teams that lost in the 2nd round of the playoff Tournament, the team with the better record (total points using the 13 week total would be the tie-breaker with the lower amount getting this pick)

The 2nd round will draft in reverse order of the 1st round once the 1st round is established using the above criteria. Each subsequent odd numbered round will draft in the same order as the 1st. Each subsequent even numbered round will draft in the reverse order as the 1st (Otherwise known as serpentine style draft order). All of this is barring any trading that may take place.
FUTURE YEAR DIVISIONS PROCEEDURE
Divisions will be based on order of finish. The Top 3 division winners (Record then Total points) will be in division 1. The lone division winner remaining and the 2 teams that make the playoffs as wildcard will be in division 2. The top 3 teams who did not make the playoffs (record then total points) will be in division 3. And the last 3 remaining teams will be in Division 4.
INJURY REPLACEMENT
Should one of your players be placed on IR then you have two options, first one is to drop him and second one is to keep him and hope that he returns to the lineup.
TRADES
There will be no additional fees for making trades. All trades must be made using the league Website at MFL.com (http://football4.myfantasyleague.com/2007/home/56212) by Sunday at 12:00pm. each week. Trades made and accepted on MFL will be final. The trading deadline is week 11 of the PAFFL season.
It is the owners who are involved in the trade's responsibility to make sure the trade proposed and accepted on MFL.com is the trade you want. Please do so prior to the deal being accepted as once accepted the trade is final. Once a trade is final, any owner who wishes to question the trade has 24 hours from the time posted on MFL.com to take the trade to a league vote. The trade will not fully execute until this 24 hour period passes. If a trade is questioned, each owner participating in the trade MUST post their reasons behind the trade at the Huddle.com League board. All Owners (except those who participated in the trade) will then have 48 hours to Vote. Majority vote (6) will be needed to overturn a trade. If Majority vote has not been reached with-in the 48 hour period then a trade is approved. This means that even if owners did not vote the trade will be approved.
A trade may include a future year draft pick but only 1 year in advance. MFL.com does support trading future picks. If an owner trades a future year draft pick then that owner will be required to pay a portion of the following years’ league fees. The amount is noted below:
1st - 4th round pick - $ 50
5th - 9th round pick - $ 35
10th - 15th round pick - $ 15
15th - 18th round pick - $ 0
This money will be applied towards the following years league fees and is not refundable. Should an owner who traded their 1st round pick next year wish to leave the league, then that owner will not get a refund and the $ 50 will be applied to the league fees of the owner taking over the vacant team.
When trading a draft pick during the season, an owner has 60 days to pay the fees to the commissioner from the finish of the Fantasy Football season. If the fees are not received the lineup for that team will remain frozen until the fees are received (no trading allowed until payment is made). Any winnings will be retained for payment of traded draft picks (if applicable).
As voted on by the league the trade deadline is Week 11 (Date to be determined based on NFL Schedule). This is the week prior to the week 11 NFL games. Once the FFL season is over and a Champion crowned Trading will re-open until the 1st game of the following NFL season. This includes just after the draft and 1 hour prior to the NFL season.

FREE AGENTS
There will be no additional fees for free agent pick-ups.
THE FREE AGENT PROCESS
Every team will start out with $150 of fake money to bid as they wish. If you want to bid on a player that is not on any team's roster you must enter your bid on MFL.com with the following:
1) the name of the player you want to pick
2) the amount of free agent money you are bidding
3) the player you intend to drop should you have the highest bid.
4) MFL will accept contingency bidding.
It is a silent auction so the bids won’t be viewed until the assigned deadline.
Free Agent pick-ups must be posted on MFL during the following time period: After the Monday night game finishes until - Thursday 2 a.m. (est). The free agent period will close between 2 a.m. and 8 a.m. FCFS will open on Thursday Morning at 8:00 a.m. and close on Sunday at 12:00 p.m.
Multiple Bids/Multiple Players – Multiple bids and contingency bids are accepted at MFL. Please be careful with how you enter your bids as they will be final.

If you enter the following in Round 1 you will still only get the top player on your list unless that player has been assigned to someone else:

In the above example if this owner wanted 2 players he would need to enter in 2 rounds as noted above in Multiple bids/Multiple players.
The highest bid will get the player. Bids start at $1 and must increase in dollar increments (i.e. no $3.50 bids).
Should two teams bid the same amount tie breakers are as follows:
1) worse record
2) lower amount of total points
3) the tied owners will roll dem bones and send the results to the commissioner
Owners can check MFL.com for free agent results. As in the past the Commissioner will post the free agents on our Huddle posting board but the time is moved to 10 p.m. on Thursday. MFL will be up to date with Free Agent Results. Any pick-up made during the FCFS period prior to Sunday at 12 noon will cost $ 10 of your Fantasy dollars. To register free agent pick-ups during this second period, simply use MFL and state the player you are dropping. This will be the ONLY method used for supplemental free agent pickups.
A team may bid on as many players a week as they want as long as they don't run out of cap money. Should a team make several bids and the total of the combined bid has any possibility of being more then your remaining bid money then all of your bids for that week will be null and void. An example would be the following:
ex. You have $30 Free Agent Money left and you bid:
Bid 1 - I bid $ 20 on Jeremy Shockey
Bid 2a - I bid $ 10 for Todd Pinkston and if I don't get him
Bid 2b - I bid $ 15 for Santana Moss
Being that $ 20 and $ 15 is more then your total free agent money remaining, all bids would be null and void for this week.
This means that at NO TIME can your combined bids be more then your remaining free agent money.
Once a player is dropped from a roster, that player cannot be picked up by any other team until the following open free agent period. The player can be picked up by the same team again during the season.
Once you spend all your cap money you cannot pick up any more free agents and you may not trade any fake money as part of a trade-- No Exceptions!!! So bid wisely!!!
Free Agent pick-ups will begin the week after the 1st week regular season games.
Free Agent pick-ups will end prior to week 13 so please be sure to make sure you have backups if you are going to the playoffs as there will be no free agent period or trading during playoff weeks.
Players dropped will not be available until the following week. Remember to choose wisely, any free agent who went undrafted will occupy the draft spot of the player dropped. For example, if you were to want to pick up Trent Green who was a player who went undrafted and you are dropping Randall Cunningham who you drafted in the 15th round. Trent Green will then carry the 15th round designation should you wish to keep him in the future. Choose your add/drops carefully.
LINE UPS
Every week, each team will start a lineup of 9 players:
1 Quarterback
2 Runningbacks
2 Receivers
1 Tight End
1 Sliding Spot (either RB/WR/TE)
1 Place Kicker
1 Team Defense (includes special teams)
Lineups must be entered on the web page 1 minute prior to gametime.
Any player that plays in a Thursday, Friday or Saturday game must be entered on the web site 1 minute prior to game time. NO EXCEPTIONS. (If you have James Stewart and you don't enter him on the web site in your starting lineup before Thanksgiving day games start, his stats DO NOT count for your team that week!!!)
If a team does not enter their lineup for a week, their previous week's lineup will be used. If a team starts players who are on byes for more then 2 weeks, the owner will be contacted about activity. If the problem persists then that owner will be removed from the league, No Refunds. A new owner will be found to take over the team.
DISPUTES
All disputes will be handled by polling of league owners, majority rules. If there is a tie, then the commissioner will decide the matter. A dispute can be made on anything that is not in this packet. Anything in this packet cannot and will not be disputed. Also, a dispute can only occur if there are two or more owners with objections. Rules can be changed only if each owner in the league believes the change must be made in order to make a better league. Also a dispute can occur over an owner. If majority rules that an owner is not beneficial to the league then he will be removed.
TIE BREAKERS:
If 2 or more teams are tied for the division title the tie breaker will be as follows:
1. Head to head between the two teams
2. Division record
3. Total points scored
4. Total points scored (head to head only)
5. Total points scored (division only)
6. Total Bench Scoring
7. Roll dem bones (ie. coin flip)
If 2 or more teams from different divisions are tied for a wildcard spot the following Tie-breaker will be used:
1. Head to head record amongst all teams tied (Winning Pct. amongst the tied teams is what we have done in the past)
2. Total points scored
3. Head to head record amongst all playoff teams
4. Total Bench Scoring
5. Total points against (lowest to highest)
PLAYOFFS (Weeks 14-16 of the NFL season)
There will be 4 divisions of three teams. The Four division winners will automatically make the playoffs. There will be two wild card teams that make the playoffs: one will be the team with the best overall record that did not win their division. The second will be the team with the highest total points for the 13 weeks that did not qualify for either the 4 division winners or the top Wild Card team. The top two division winners will have a bye the first week of the playoffs. The first round will consist of the 6th seeded playoff team facing the best remaining division winner not to earn a bye week. The remaining Division winner will face the remaining wild card team in week 1 of the playoffs.
Second round consists of the worst team that is left playing the best division winner, and the two others will play. Winners out of those two games will meet in the Fantasy Bowl. If there is a tie during the playoffs the tie breaker goes to the home team(home team is the best seeded team). If there is a tie in the fantasy bowl total yardage of QB's passing yards, RB's rushing yards, and WR's receiving yards will be taken into account.
PLAYOFFS FOR TOP DRAFT PICK
The top 2 teams who did not make the playoffs for the fantasy bowl will have a bye week in week 14. The remaining 4 teams will be seeded according to record (totals points will be used next if necessary). The top team not receiving a bye will play the team with the worst record and the other two will play each other. The winners will then be reseeded and will include the teams who had a bye week. We will then follow the same format as the PLAYOFF system listed above. The winner of this will get the # 1 draft pick in the 1st round the following year.
$ MONEY $
League fee is $100.00 per team. $50.00 will be collected on draft day, no exceptions! $50.00 must be paid on or before August 1st. If the money is not in by the deadline you will forfeit your team. No Exceptions!! There is an extra charge of $ 6 per team for RtSports.com as well as a $ 5 charge per team for the 2006 draft board.
Prizes will be distributed as follows:
$ 15 - Weekly prizes (13 weeks) - $ 195
$ 45 - Division Winners - $ 180
$ 15 - Wildcard Teams - $ 30
$ 100 - Total Points (regular season) - $ 100
$ 50 - Runner up Total points - $ 50
$ 20 - 3rd Place Total points - $ 20
Playoff Champion - 70% remaining money - $ 438
Playoff Runner-Up - 30% remaining money - $ 187
The Commissioner will pay out all winnings with-in 60 days of the finish of the Fantasy bowl.

After the 2007 season, threads can be posted on the huddle league site to discuss possible rules changes or additions (Please label these Discussion Thread). Once a discussion thread has run its course, we will Vote on those where discussion was made by more then 3 owners or the commissioner believes it to be in the best interest of the league. Rules Voting will take place at the draft. Only those attending the draft will have a vote. A 2/3rds vote or eight (8) teams will be needed for a rule to change or be added to our existing constitution. Rules voted on will stipulate whether it will begin in the current year season or begin the following year.
Scoring
Quarterbacks Scoring:
ALL TD's - 6 pts. each
Passing Yrds - .04 pts. per yard
Rushing/receiving yrds - .1 pts per yard
Passing Interceptions - (- 2) pts.
Fumbles lost - (- 2) pts.
2 Point conversion - 2 pts (rushing, receiving or throwing)
Running Back/Receiver Scoring:
ALL TD's - 6 pts. each
Rushing Yrds/receiving yards - .1 pts. per yard
Passing yards - .04 pts. Per yard
Receptions – 1 point per reception
Passing Interceptions - (- 2) pts.
Fumbles lost - (- 2) pts.
2 Point conversion - 2 pts (rushing, receiving or throwing)
Place Kicker Scoring:
0 – 30 yrd Field Goal - 3 pts.
31 yrd and further - .1 per yard beyond 30 yards (ie. 39 yard field goal will be worth 3.9 points)
0 - 30 yrd missed Field Goal - (-1 pts)
P.A.T. - 1 pt.
Missed P.A.T. - (-1 pt)
Passing, Receiving or Rushing TD - 6 pts.
TEAM DEFENSE SCORING:
Special Teams (Passing/Receiving/Rushing/Punt/Kick return) for a Touchdown - 6 pts.
Defensive TD (int. return, fumble return) - 6 pts.
Fumble recovery - 1 pts.
Interception - 1 pts.
Sacks - 1 pts.
Safety - 2 pts.
Defense giving up 0 - 2 pts. bonus - 6 pts.
Defense giving up 3 - 6 pts. bonus - 4 pts.
Defense giving up 7 - 9 pts. bonus - 2 pts.
Defense holding a team to less then 200 yards - 5 pts bonus
Defense holding a team to less then 275 yards - 3 pts bonus
Defense holding a team to more then 375 yards - (-3 pts)
Defense holding a team to more then 500 yards - (- 5 pts)
