The very first section of the "Additional Rules" section on MFL says the following:

League Format
Poles ‘n Holes II (PNHII) is a twelve-team league comprised of three divisions. Competition between teams will be in a head-to-head format, on a round robin basis. Teams will play a 14-week regular season. You will play teams within your division twice and teams outside your division once during the regular season.
Weeks 15 and 16 of the NFL season will be reserved for the PNHII single-elimination playoff tournament. The top team from each division, plus one wild-card team, will advance to the playoffs.
Additionally, the four worst teams by record (then head-to-head, then lowest total points) will advance to the Toilet Bowl playoffs. The winners (high score) of the semi-finals advance to the finals. The winner of the Toilet Bowl will garner the #1 slot in the next year's rookie draft*. The losers of the semi-finals will also play for The Ultimate Crapper title. The loser of this consolation match will be declared the Ultimate Crapper (having lost BOTH Toilet Bowl matches) and will be required to endure one entire off-season of ridicule and harassment by their fellow league mates.
*Also…the winner of the Toilet Bowl will get to spearhead renaming the Ultimate Crapper’s team by taking suggestions from other owners and selecting 3 choices to be voted on by the league.
The following year's Rookie draft positions will be determined by records at the end of the regular season with the two exceptions being PnH2 champ getting the 12th slot and the TB winner receiving the 1st slot.
It was determined to be the 4 worst teams,
regardless of division, a couple years ago when we made the Toilet Bowl WORTH something.....the #1 draft slot (instead of just a losers bowl.....lol). What you may not know is that this league (and it's rulebook) was fashioned after PnH1...BUT we made a few rules changes over the years that are different from PnH1. The bottom part about tiebreakers was taken directly from their rules. Unfortunately, when rewriting the ABOVE league format section over a year ago, I forgot to change the bottom part a bit to conform with our vision of who should be in the toilet bowl and vying for the #1 draft slot. Our ruling was that it would NOT be "bottom of each division + one wildcard" (as it is in PnH1)...but the bottom 4, regardless of division. Therefore...division record is moot in this instance, as is the part about "breaking ties within division, then moving on...".
It was stated in the 'League Format' section at the beginning......and missed in changes at the bottom of the rules. For that.....I am sorry.
My apologies for the confusion, PatsFan. I only wonder why you are questioning the ruling now.....on Dec 20th......when I posted the playoff schedule and explanations on the 8th. Where were you then?
