I've been asked this question and I'm thinking late July - early August. The later makes it better because it is a combined vet/rook draft you know more by the end of July beginning of August of players values.

This will be a slow draft, with weekends off, right? 12 hours to pick.

I think July 6 is a good start date. We could move that back a week or two, but I definitely think we need to start by mid-July. If we can finish the draft by August 31, there would still be time to make trades, etc. With 40 man rosters.... this could go very slowly. I'd rather start too early than too late.
