I think we need to change the rule about losing dead years when someone else assigns a contract to them. Reason being - It holds the former owner up from assigning contracts in the current year.
Example - I cut Chris Henry last year on a 3 year contract. He was picked up and I currently have a dead year for him. That one year could be used elsewhere.
I dont think someone should just be able to pick someone up and have zero years. They always get at least one year, therefore giving back dead years to the former owner. The same rules would still apply in terms of no limits during the offseason, and they could be cut without penalty at cutdowns.
If I cant place a bid on him, I shouldnt have to account for his dead years.

We wouldn't have this problem if we just erased dead years at the end of each year.
So you proposal would be, during the off-season, when you sign a guy its a minimum of 1 year but you can increase the number of years at roster declaration in Aug/Sept (but not decrease so any guy signed in the off-season if not rostered would have a dead year)?
