I believe that would be correct, then you get credited one year back immediately.

But what about taxi players? Do we lose a taxi spot anyway?

As part of your roster declaration, rookies can be placed on the IR, so they wouldn't take up a spot on the taxi squad as a result.

Yes, only players on the taxi need no contract.

So do I get a year back by placing Williamson on the IR, He was signed for 2 years.

Yes, you get the current year credited.

Per this thread and the rules, You Can Try has a roster violation. I think it's been out there for a while. Cornelius Ingram is on the IR but has no contract assigned. There are two options here: 1) Drop him. 2) Assign a contract value to him. Please do so ASAP. Sorry for the delay in pointing this out.
