Section 1 - Schedule and Playoffs
1.1 Each team will play a 13 week regular season games. One regular season week will include doubleheaders. This week will occur during week 3, during which no NFL team is on a bye.
1.2 Teams will be divided into 3 divisions of 4 teams
1.3 Divisions will be based on a dice roll each year.
1.4 Each team will play division opponents 2 times and non-division opponents 1 time each.
1.5 Standings are determined by games won and lost.
1.6 Tie Breakers
1. Head to head results (applies to 2-way ties only unless there is a head-to-head sweep)
2. Winning percentage in division. Applies to same division teams only.
3. Total points scored
1.7 For tie-breakers involving 3 or more teams,once a team is eliminated or promoted from the tie-breaker, the remaining teams in the tie-breaker will start at step 1 again.
1.8 Three division winners plus three wild card teams will qualify for the playoffs. Top two division winners will be seeds #1 & #2 and receive first round byes in the playoffs.

Section 2 - Rosters:
2.1 Each team may carry up to 40 players on their roster. Teams will also be able to use one Injured Reserve slot. A player must be listed as OUT by the NFL to be eligable for IR.
2.2 Each starting lineup will consist of:
1 QB
1 to 3 RB
2 to 4 WR
1to 2 TE
1 Kicker
3 DE/DL
3 LB
3 DB
16 Players total
2.3 Starting lineups changes may be made at any time before an individuals game has started. Players whose games have started will be locked for that week. If a lineup is not submitted by the deadline, the previous week's starting
lineup will be used. (Except for week 1, which will result in a forfeit.)
2.4 Bye-week players will be allowed as starters with a limit of 3 times for each team per season. The rosters are large enough that this should never happen, however, and every effort on the part of the owner must be made to avoid starting any bye week players.
2.5 The Injured Reserve slot is reserved for players placed on IR by their NFL teams or have been declared Out for more than one week. Players listed as Questionable or Doubtful are not eligible to be placed on IR. The player must be
moved back to the active roster or waived as soon as they have been declared able to play by their NFL team. An owner will be fielding an illegal team if it holds a player on IR that is not determined to be injured by the NFL, and as
such will forfeit his game if he has more than 40 players on his roster.
2.6 If you are unable to access a computer to make line-up changes, you may call the commissioner at 516 938 1805 and make the changes before game time of the player or players in question. If there is no answer, leave a message. The
commissioner's answering machine has a time and date stamp feature. If a roster change has been made this way, the roster will be changed by the commissioner at the time he receives the message. This may be after the completion of
the game. All parties will be notified and the adjustment to the line-up and score will be made.

Section 4 - The Draft
4.1 The draft will be a slow draft with a 12 hour timer. Drfat start date TBD each year.
4.5 There will be 40 rounds.
4.6 Draft order ti be determined by dice roll.
Section 5 - Trades
5.1 Trading deadline is week 10.
5.2 Trades must be approved by the commissioner to be finalized. Commissioner will approve all trades that appear to benefit both teams. Trades that are obviously one sided or appear to be collusion will not be approved.
5.3 Trades involving the commissioners team must be approved by the assistant commissioner.
5.4 Owners who have trades vetoed by the commissioner have the right to appeal to the rest of the league. The owner in question must notify the commissioner that he appeals the decision. The commissioner will then put the trade to a vote
by all owners not involved in the trade. The trade must be approved by more than half of those teams The commissioner will not vote.
5.5 Once a player is traded to another team, he may not be traded back to you from the same team for a minimum time of 4 weeks.
5.6 Trades must be made 24 hours prior to any one of the players' scheduled games, otherwise the trade will go into effect on the following Tuesday.
5.7 Trades made by by the deadline, but not approved by the commissioner 24 hours before the players' game times will be allowed. The commissioner will notify each team involved so they may make appropriate roster changes in time for the kickoff deadlines.
5.8 Owners can only trade draft picks, and players of the same season. For example, during the 2008 season, an owner can not make a trade involving the 2009 season draft picks.
5.9 Prior to the start of the draft, owners may trade draft picks, players, or a combination of the two.
Section 6 - Waivers
6.1 Franchises may submit waiver wire requests to the league web site by 9:00 pm ET Wednesday evening.
6.2 The order you place your waivers will determine whom you pick up first.
6.3 If more than one team selects the same player, the team with the worst record will receive the pick.
6.4 The league site will determine the waiver order based on the league tie breaker rules.
6.5 If a team requests more than one player, that team will go to the last waiver position after the first player is
awarded. For each subsequent waiver pick-up that team will be moved to the last waiver position.
6.6 The league site will award players at 9:00 pm EST Wednesday Evening.
6.7 Immediately following the waiver run at 9:00 pm. (Eastern Time) on Wednesday evening, waiver pickups are first come, first served and will
be processed immediately by the web site.
6.8 The first come, first served waiver period will end at 11:00 p.m. EST on each Monday evening of the season. Players that have already played in games before the Sunday deadline are not eligible to be dropped or picked once their games have begun.
6.9 Once the playoffs begin, only teams that are still alive in the playoffs may add or drop players through the waiver system.
Section 7 - Absentee Owners:
7.1 Team owners are expected to check into the league board periodically during the off-season, in order to confirm that they wish to remain in the league, discuss and vote on any rule changes, and any other issues that might occur.
7.2 If you do not confirm your status in the league, e-mails will be sent to your registered e-mail account. If you do not respond by July 1, you will be dropped by the league and a replacement owner will be invited to join the league.
7.3 In the event that a replacement is needed, a post on the Huddle's main board will announce the opening and seek a replacement. Those interested parties will be asked to submit a post on the Redraft Wars board stating their desire and qualifications to join the league. All remaining members will then vote on the applicants to choose the new member.
7.4 Team owners who do not have any league activity for more than a week during the season will be contacted by the commissioner. If a response is not received or a second week goes by without any league activity, the commissioner
will take control of the team and follow league guidelines to find a new owner.
7.5 In the time between seizure and securing a new owner the commissioner and assistant commissioner will select the best possible line-up for the team in question. This will insure that all owners will play the team at it's best.
7.6 If the original owner comes forward to reclaim the team before a new owner is found, the issue will be put to a vote of the league. The original owner must receive the support of at least 6 of the members in order to be reinstated.
7.7 In the event that a new owner takes over a team during the season, the new owner must pay league dues of $15. This fee will make sure that the new owner is a serious candidate and will be added to the Super Bowl winner share for that
season.
Section 8 - Other Issues:
8.1 Any issues or conflicts that arise during the season that are not specifically covered in these by-laws will be put to a vote of the league members. All issues or conflicts must be approved by over half of the league members.
8.2 By-laws changes may be proposed by any league member. These changes will be put to a vote by all members of the league. All proposals must by approved by more than half of the league members in order to become a part of the by-laws. Rule changes will only be made during the time after the Super Bowl and the start of the next draft.
