It wasn't just shoulder to shoulder as Joe/Troy said. But that nonsense at the start, not knowing how to enforce penalties properly, that's the kind of stuff we saw with replacement refs. I like how Joe asked Troy "So you firing guys from up here in the booth now" and Troy said "just making some suggestions", while Mike Pereira is completely silent.
