Isn't the clock supposed to stop when a receiver catches the ball and goes out of bounds?

Do you also watch college football?  Maybe their different but equally asinine rules are clouding your memory and making different sets of rules hard to remember. (I don't watch college much but remember a few of the basic differences from when I did like 1 vs. 2 feet, and PI not being a spot foul). 


This is really a very simple part of NFL football rules, but I've had other fans say "how come the clock didn't stop there, but it did stop this other time".

Thanks I I thought that term meant penalty was at the spot of the foul, see from a quick search that isn't true. I just knew that college has less yardage potential as people often suggest that change in pros.
