The problem he had in Tampa last year was that his O-Line was terrible and Johnson can't run to save his life. Johnson has lost some of his arm but he is definitly still worth a #2 QB roster spot. The Vikes truly wanted a veteran backup, and Culpepper will still be throwing downfield on occasion. It's just that should Daunte get hurt, we essentially no longer have much of a vertical passing game, but Brad should be able to hit guys on the crossing and seam routes enough to keep the defense honest.
