I'd probably draft Holt. First, since you have to start three WRs and only two RBs, that makes WRs a little scarcer than in most FFL leagues. Second, Jackson will receive out of the backfield less than Faulk did, which means more throws to the wideouts. And third, Isaac Bruce is another year older, which means Holt should be more of a "#1" WR in St Louis than in the past. Jones is not a bad pick by any means, though.

It kind of depends on your draft position. I assume you are in a 12 person league so if you picking 17 I am guessing your next pick is 32. That is a long time to wait, and a quality #2 Rb probably will not be available, while quality receivers should still be there. So I would go with Jones (Julius or Kevin).

I'd go RB with your 2nd pick. You won't get a tier 1 WR in round 3, but guys like Andre Johnson, Reggie Wayne and Michael Clayton will be there for the picking. Getting Holt is nice, but the RB production drop-off (from Rd 2 to Rd 3) is pretty extreme. A stong RB with one of the WR's mentioned above should more than offset the points scored by Holt and whatever RB's remain at 3.08.
