Needed a Change at player pickups.....

We have used the same player pickup system for a while now and really need a change!! When we started the league many years ago it was all manual, in order to keep it fair since all player pickups were called in or sent by the pony express, we set a time limit of end of Monday night game till Noon Tuesday, any multi-owners that put in the for the same player would be decided on a silent bid. It worked very well and it drove the payout up! Here is the problem (other than the obvious), one player (Jerry Jones) outbids everyone for players each week, he has paid over half of the entry fee for a RB just to keep him off another roster, we made a change last year to only bid over $16 once a week. this helped but did not end the issue, this has taken the fun out for several owners and we are agreed that a change is in store for this year:

 

A few options are to limit the pick-ups to 2 per week and pickup anytime, worst record gets first option, etc.

 

Can anyone shed some light on a FAIR way to pick up players, that will NOT hinder an agressive owner that likes to make moves. Any ideas are appreciated!! We use CBS Sportsline if that matters.

Give every owner a set amount of money for free agents. Say $100 (no necessarily real money). Once its gone the team can't sign any more players. The money could be included in trades and every free agent costs at least $1.

This is my favorite option for free agency. All fcfs fa's are $1, but then you have the Tuesday, let's say, to have teams submit blind waiver wire dollars for their FA's and the team with the winning bid gets the FA.

we have a supplemental draft after week two where everyone gets to draft two players with the worst team drafting first and so on. after that, we run waivers every tuesday at midnight where everyone can choose who they want to select and drop. once you successfully put in a waiver claim, you move to the back of the line for waivers regardless of your record. if you decide not to go through the waiver process, then anyone can add/drop players without any effect on the waiver order after the waivers process runs. the one slight catch is that no one can pick up a player that is dropped in a given week until the following waivers period. it works pretty well except when people accidentally pick up players that were just released. also, the way sportsline works if team a is in front of team b and both put in waiver claims (for different players), team a will be ahead of team b the following week again which is a little annoying. we do also charge fees for transactions which go into the pot. no transactions after five minutes before the first game of the week.
