I think Nate is being brought in as a 4th/5th outfielder. With Preley, Tabata, McCutchen & Jones in the outfield, McClouth will be brought in as a bench player who will get spot starts every once in a while. He would be very cheap due to two poor seasons in a row, so, he isn't a bad option for depth. The Pirates are also close to signing Wilson Betemit, who would be a great bat off the bench.
