This is tough.. you know the league better than us, really there is A.Rodgers and Luck after that QB's might not really go until later rounds.. if so you'll be behind and chasing RB/WR's for awhile. I think Rodgers, Hopkins could be a later 6th rounder, A.Rodgers won't make it out of the second, but I don't like going QB first (in 1 QB starting leagues).

When did you get TY? He's not interesting to keep or you can't?

If you're comfortable with drafting a QB first (you'll be rewarded with elite points) but you'll have to be crafty for RB1 and WR1.. although you may be ok if you get a shot at J.Hill, Shady then maybe take a risk on Gordon or L.Murray in O-town.. AJ green

So A.Rodgers round one

hopefully: J.Hill, Shady, D.Murray in the second.

Then hopefully: AJ green, Cobb, Edelman.. well it gets wonky quick going QB first.

So a lot has to go right, but it can work, then you have to hit on those upside rookies, fringe RB2/flex guys that have starting roles to begin the season. A.Blue, Crowell, Ingram, Gurely.

With the 9th overall pick (and with 12 keepers already off the board), you are probably looking at some scraps by the time you pick in the first round anyway. In this case, I think I go Rodgers and play catch-up. I just don't think you will get better value at that pick than what you already have.
