Alright - after thinking more about it, I've decided to remove the whole taxi squad vs IR thing - we will just plan on using IR to keep it simple.  It was merely for the back end of things, but I fear it may make things a bit more confusing.  I've included the entire section on rosters - even with the new IR wording (even though it isn't quite official).

I would like to propose rule 5.8 to the Rosters portion of the rules (to reflect what we have talked about with COVID implications) to read as such:

5. Rosters

5.1: Number of Players/Position: The maximum number of players on a team’s roster is twenty (20) players. Position limits are not set and a team may have any number of players at each position.

5.1.2: A team may exceed the maximum number of players after a draft, but must cut the roster down to 20 players the Sunday before the beginning of the season. If a team does not submit any roster or contacts by the deadline, the team will be fined 10 credits immediately and 5 credits per day until the roster and contracts are submitted. If a team submits a roster and contracts by the deadline, but the roster exceeds the aforementioned 20 player limit or the contracts exceed 40 years (see rule 8.3), then the team will be notified and fined 5 credits immediately and 5 credits per day until their roster and/or contracts are fixed.

5.1.3: A team may, at no time during the season, exceed the roster player or contract year cap limits except to resolve newly acquired players.  Owners have 24 hours to resolve newly acquired players.  After 24 hours, the team will be fined 5 credits immediately and an additional 5 credits per day until the player cap or contract year caps are resolved. (added mid-season 2018)

5.2: Position Eligibility: Player position eligibility will be determined by what position the player is listed as at www.nfl.com, the official web site of the NFL. In the event of a player being listed in multiple positions, the player is available to be inserted in the starting lineup at any position listed, provided that is what the owner lists him as. i.e. If Keith Byars is listed as a TE and RB, he may be put into either position on a team.

5.3: Injured Reserve: Each dynasty team owner will have two (2) injured reserve slots. A player must be listed as injured reserved (IR) by the NFL's Injury report prior to a dynasty owner placing that player on their teams injured reserve (IR). Once a player is assigned to a dynasty teams IR list, that player will not be allowed to return to a dynasty's team’s active roster until the player has been reinstated from the NFL's Injury reports.

5.3.1.1: A dynasty owner has the right to waive/release a player from their dynasty team’s injured reserve list. That player will keep the IR designation until the player has been reinstated from the NFL’s injured reserved (IR) list. The waiver rules as outlined in (Section 15. Waivers), shall apply to waived/released players.

5.3.1.2: A dynasty owner has the right to trade a player from their dynasty team’s injured reserve list. That player will keep the IR designation with the new team. The new team must have room, or make room on their IR list or active roster to accommodate the new player. Should the new team need to waive/release an existing player on their IR list, the waiver rules as outlined in (Section 15. Waivers), shall apply to waived/released players.

5.3.2: When a player has been reinstated from the NFL's Injury report, the dynasty owners shall have a seven (7) day grace period to reactivate, waive/release or trade that player from their dynasty team’s IR list.  A [TR4] [P05] seven-day grace period will begin at 12:00 A.M. (midnight) the day the NFL has officially removed the player from the injured reserve (IR) list.  Example (NFL: Nick Foles activated by NFL on Nov. 6, 2019 @ 2:00 P.M.; League of Savvy Gentlemen: Nick Foles grace period activation starts, the same day, Nov. 6, 2019 @ 12:00 A.M. (Midnight)).

5.3.2.1: A player coming off of a dynasty owners’ injured reserve (IR) list that is in the 7-day grace period may be reactivated to their team’s active roster.  The dynasty owners’ teams will not be allowed to exceeded the maximum roster limit outlined in (Section 5. Rosters) by reactivating an IR player.

5.3.2.2: A player coming off of a dynasty owners’ injured reserve (IR) list that is in the 7-day grace period may be waived/released from the team in lieu of replacing the player to their active roster.  The Waiver rules as outlined in (Section 15. Waivers), shall apply to waived/released players.

5.3.2.3: A player coming off of a dynasty owners’ injured reserve (IR) list that is in the 7-day grace period may be traded to a new team in lieu of replacing the player to their active roster, unless the season is in the no transaction period as outlined in (Section 12. No transaction Period).

5.3.3 Failure for the dynasty team’s owner to remove a player from their injured reserved (IR) list, will result in a 2-credit penalty to the dynasty team owner every 7th day.  Should the penalties cause the dynasty owner to have negative amount of credits, the credits will be withheld from their following years allotted credits.

5.4: A player assigned to IR will still count against the contract cap.

5.5: Player Retention: This league is a dynasty league, which means that all players acquired (whether by draft, free agency, or trade) will be kept from year to year. Players may be waived or acquired through free agency and traded among teams.

5.6: If any team carries less than 20 players, 1 contract year must be left unallocated for each open roster slot when contracts are assigned (see rule 8.3). After week 1 this rule is waived.

5.7: Practice Squad: Each team will have 2 additional roster spots designated for the PS. They can only be used for rookies selected in the 3rd through 4th rounds. Players can only remain on the PS for a year and then must either be signed to a contract or cut by the contract deadline the following year. A player can be removed from the PS during the season if another player on your active roster is placed on IR and you have an available contract year. Once removed, the player can only be signed to a 1 year contract and then will become an RFA the following year.

5.8: Covid Provisions:

5.8.1: Covid Players Opting Out: Prior to the start of week 5's games, should a player opt out of the NFL season, a player may be placed on IR as a COVID Reserve player similar to a college player redshirting.  This player shall not count towards the current owner's roster limits nor shall they accrue a contract year.  After week 5's games, Covid players opting out may be assigned to IR, but they will lose a contract year in March.

5.8.2: Covid Financing: One opening bid on Free Agents shall be reduced to 1 credit (in lieu of 2) per each player that has been assigned to IR per the Covid designation (designated as C or H next to the player's name in MFL).
