Rivers is adequate QB and all...but fantasywise he is a dime a dozen. you could get a guy like Delhomme for much much cheaper and they will produce around the same. Keep him hanging telling him it is not quite enough. he will probably keep raising his offers thinking you are gullible...then when he says he cannot offer anything more..make him a counter offer. Doing this you will find out exactly where he stands on a player and how much he is willing to give. then use his offer as leverage with someone else if he does not like your counter.
