Smith for sure. If you are in a PPR league, you would probably take Welker. You could make a case for not starting Welker if you are projected a big underdog, or you need big points for a tiebreaker. Welker will get you 8 or 10 points maybe, like 7 rec and 60 yards. Doubt he will get 100 yd. bonus in this matchup, maybe a TD, but probably not. If you go against Welker, tough call.
