Definitions can vary but yes - generally speaking, a "dynasty league" is one where the entire roster (or most of it) can be retained in perpetuity (or at least for several seasons) with retention of players sometimes subject to salary cap or length of contract limitations defined by the league. A "keeper" league is generally defined as a league where a limited subset (typically 1-5) of players can (or must) be retained from season to season, usually at the cost of a draft pick, but rules details will also vary from league to league.
