The actions of one tabloid magazine aren't indicitive of systemic corruption going to straight to the top?

Looking at the history of News of the World, it seems Murdoch did little to clean up the way they would illegally obtain information. And seeing how he lets Fox News break every journalism rule, as if they were a tabloid, I'm not surprised he let News of the World be.
