Then you have the opposite issue - owners who let their dogs run wild. I had to shoot a neighbor's dog this weekend. My other neighbor and I have been to talk to this guy twice before, telling the guy about it's aggressive behavior. It charged my daughter on Saturday and that was the last straw. He called the cops, to have me arrested. I sent one deputy over to the other neighbor's to talk to them and the first deputy stayed with me. They got back together and told me not to worry about it, then went over and told the other guy (with the aggressive dog) that he was lucky they didn't arrest him. I think there might be some middle ground between imprisoning a dog in a windowless box where it can hardly move and allowing it to run wild all over the neighborhood.
