Minneapolis is a middling metro, as is Austin and both have freeways and heavy traffic up the wazoo. That chit costs way more to maintain and, importantly, modernize than any Podunk town. Have you seen the things laughingly called Expressways in Chicago? As for transportation, most towns smaller than the aforementioned ones don't have any. The denser the population the less each mile of road is going to cost per capita, even whey you include in the additional cost of over passes, exit/entrance ramps, etc....
