The losers are likely to be consumers who will see innovation and investment chilled by regulations that treat the Internet like a public utility. The losers are likely to be consumers who will see innovation and investment chilled by regulations that treat the Internet like a public utility. Once the internet is fully wireless, then it WILL be a public utility since the wireless spectrum has been, since it's inception, considered a finite public resource - which it is.
